Leewood Approves East Village Revision: Shifts from Unsold Twin Villas to Single-Family Homes

The Leewood City Council considered a revised final development plan and plat for East Village, second plat, located south of 133rd Street and east of Pawnee Lane. The applicant, Oda Development, requested to change the plan from attached villas to detached single-family homes with smaller yards and smaller setbacks. Previously approved twin villas on this plat were not selling well, with only one of six units sold at prices between $950,000 and $995,000. The proposed single-family homes are expected to be priced between $1-1.4 million and range from 2,400 to 3,500 square feet. Concerns were raised by Councilmember Harrison regarding the small lot sizes, seven-foot side yard setbacks, and potential for street parking issues, which she felt would detract from the city's characteristic look. Other council members expressed support for allowing the developer to pivot to a product that better meets market demand, citing a need for diversified housing stock and the higher price point of twin villas. The motion to deny the revised plan failed due to lack of a second, and the plan was ultimately approved with a 6-1 vote, Councilmember Harrison dissenting.

Leewood City Council Approves Preliminary Plan for Fire Station 1 and Park Project, Including Demolition of Old City Hall

The Leewood City Council voted to approve a revised preliminary development plan for the Leewood Fire Station 1 and Park project. The plan includes the construction of a new playground, patio space, walking trail, and ornamental garden, along with alterations to the fire station building (converting the middle bay to a community space and adding restrooms). It also includes the removal of the old city hall building and the installation of a hawk signal on Lee Boulevard for pedestrian access. The Planning Commission had reviewed the item twice and recommended approval. Numerous council members and residents expressed strong opinions regarding the demolition of the old city hall building, with some advocating for its preservation and others supporting its removal due to cost, condition, and lack of historic designation. The council ultimately approved the preliminary plan, with the understanding that a final plan would require further review and that funding sources still need to be secured. The plan allows for the old city hall to remain for up to two years for potential fundraising efforts, but explicitly prohibits commercial use of the building if saved. The project's estimated cost increased significantly due to added features and design revisions. The preliminary plan was approved with a unanimous vote.

Leewood Residents Express High Satisfaction with City Services in 2026 Community Survey

The Leewood City Council reviewed the results of the 2026 City of Leewood Community Survey conducted by ETC Institute. The survey, which involved 420 completed responses, indicated extremely high resident satisfaction with the city. Key findings showed that 100% of respondents rated Leewood as an excellent or good place to live, 99% were satisfied with the overall quality of life, and 97% rated it as an excellent or good place to raise children. Leewood's ratings in almost all assessed areas were above the Kansas City metro area and national averages. The survey highlighted strong satisfaction with public safety (police, fire, EMS) and city parks. Areas identified for improvement included code enforcement, street maintenance, and overall effectiveness of city communication. The survey also identified fire and EMS services, police services, and city street maintenance as the top three most important services for residents. The council motioned to accept these survey results.

Leewood Council Denies Revised Landscape Plan for East Village Chase Bank Amidst Concerns Over Reduced Landscaping

The Leewood City Council discussed and ultimately denied a resolution to approve a revised final landscape plan for East Village of Leewood, Chase Bank, located north of 135th Street and west of State Line Road. Councilmember Rubin expressed concern about the reduction in landscaping, particularly the removal of trees and landscaping in front of the Chase Bank building, compared to the previous plan. While staff confirmed that the revised plan still met minimum landscaping requirements, some council members, like Councilmember Larson, shared Rubin's disappointment with the reduction, preferring the more extensive landscaping shown in earlier iterations. The resolution to approve the revised landscape plan was denied with a 6-1 vote, Councilmember Rubin dissenting.

Leewood Council Approves Rezoning for Villas of Chadwick, Shifting to Detached Single-Family Homes

The Leewood City Council considered a rezoning request for the Villas of Chadwick development. The proposal was to rezone 5.08 acres from RP3 (planned cluster attached residential district) to RP2 (planned cluster detached residential district). This rezoning would convert the previously approved 16 attached twin villa units into 8 detached single-family homes, reducing the total number of dwelling units in the development from 50 to 42. The Planning Commission unanimously recommended approval of this rezoning and the associated revised development plans and final plat. Council members discussed concerns about lot size, street parking, lot width, and the number of homes. Some council members expressed support for the change to single-family homes, citing market demand and potential for increased green space, while others raised concerns about the density and aesthetics. The proposal passed with a 6-1 vote, with Councilmember Harrison dissenting.
