Community Updates: Fishing Derby Success, Concert Cancellation, Blue Shield Recognition, and Safety Concerns
The Mayor provided updates on recent community events and city recognitions. The annual fishing derby at Cannegy Park saw a record 180 participants, with notable catches including a 13-inch crappie and a 26-inch catfish. The 'Raytown Live' concert series faced cancellation due to severe weather, with the next concert scheduled for July 11th featuring Cantaloupe City. Raytown received its second consecutive Missouri Blue Shield designation, recognizing its commitment to public safety and law enforcement partnerships. The Mayor also welcomed four new police officers to the department. Diane Egger, City Administrator, announced that city offices would be closed on Friday for the Juneteenth holiday. Alderman Morales raised concerns about a downtown bar's late-night music and patrons climbing fences into yards, leading to gunfire, and requested city staff and the chief of police investigate potential actions, including license review. Alderman Walters supported this, requesting a report on possible remedies like requiring police presence at the bar's expense. Alderman Morales also inquired about a developer's failure to construct a promised walking trail along 350 Highway, which is part of a conditional use permit. Mayor responded that staff would review the permit and provide information.
Public Hearing Held on 24/7 Marijuana Dispensary Drive-Through Proposal
The board held a public hearing and first reading regarding a text amendment to Chapter 50, Article 12, concerning marijuana dispensary drive-through windows. The proposed amendment would allow these drive-throughs to operate 24 hours a day, seven days a week, while the main building would still close during the regulated hours. This request originated from the city's only marijuana dispensary, which is building a new facility with a drive-through. Similar allowances exist in Grandview and potentially Blue Springs and Kansas City. While some board members expressed concerns about public safety, potential misuse, and the impact of a 24/7 operation, others noted the potential for increased tax revenue and the importance of supporting businesses. The amendment was recommended for approval.
City Amends Zoning for Accessory Residential Use and Approves Animal Care Facility
The board held the second reading of an ordinance to amend Chapter 50 of the City Code to establish, define, and regulate accessory residential use. This amendment aims to allow accessory residential use in the town square overlay district and, with a conditional use permit, in neighborhood commercial areas. The amendment aligns with the comprehensive plan, 'Raytown on the Rise,' which encourages densification in the downtown area by introducing residential options like lofts and apartments, fostering a safer environment with 'eyes on the street.' It also supports the comprehensive plan's designation of community commercial areas by allowing multifamily as a secondary land use. The board also approved a conditional use permit for the Paul Cheney Foundation to operate an animal care general facility with an accessory residential use at 6204 Arlington Avenue in an NC neighborhood commercial district.
City Considers Comprehensive Text Amendments to Zoning Code
The board considered a text amendment to Chapter 50 of the City Code, broken into four sections: definitions, permitted accessory uses, permitted temporary uses, and revisions to the land use table. The amendment aims to update and modernize the city's zoning codes to align with the comprehensive plan and ULI TAP goals. The amendment addresses definitions, accessory uses, temporary uses, and the land use table. It is intended to streamline the zoning process and encourage desired development.
Raytown Receives Second Consecutive Missouri Blue Shield Designation and Welcomes New Police Officers
The board discussed the Missouri Blue Shield designation awarded to Raytown for the second consecutive year. This designation recognizes communities committed to public safety, supporting law enforcement, and fostering partnerships between law enforcement and the community. The program provides grant funding for essential law enforcement equipment. The city also swore in four new police officers: Jordan Taylor, Tanner Smith, Runson Nunes, and Brittany White, with two sworn in Saturday and two Monday night. The Mayor thanked the Chief, staff, and officers for their work.
