Grand Forks Public Health to Accept Funds for Rural Health Transformation

The total sub-contract amount is $80,000, with $59,000 staying with Grand Forks Public Health. The program aims to support aspirational goals such as food security, increasing rural access to qualified breastfeeding professionals, and enhancing access to structured nutrition and physical activity curricula in rural childcare centers. Downtown Parking Ramp Update Includes Repairs, Software Transition, and Signage Concerns
The Grand Forks City Council received an update on the downtown parking and parking ramp construction. Feedback was provided regarding confusing signage in the ramps, and staff committed to reviewing and improving signage after prioritizing cleanliness.
UND Golf Course Redevelopment Update: PILOT Review Process, Timeline, and Project Details
The Council received an update on the combined Grand Forks government subdivisions payment in lieu of taxes (PILOT) incentive review process guideline and the UND Ray Richards Golf Course Redevelopment Project timeline. The policy for combined local government meetings has been updated to include all representatives rather than just two, allowing everyone to hear the same information simultaneously. Modifications to the policy include clarifying that it serves as a guideline, not an enforceable document, and increasing the time per person per project from three to five minutes. The meeting will be held in City Council Chambers with elected officials seated around the dais. The Ray Richards Golf Course project is scheduled for presentation to the Committee of the Whole on July 13th, followed by the combined meeting on July 14th at 5:30 PM. The presentation on the 14th will include the UND developer, an analysis from Baker Tilly, discussions on revenue increases, legal aspects of the agreement, project benefits, and potential detractors. UND requires a decision on the incentive before finalizing bids for the golf course redevelopment, which involves local contractors. City Council Sets Organizational Meeting Agenda for July 6th
Ms. Storstad provided an overview of the upcoming July 6th City Council meeting, which will be an organizational meeting following the fifth Monday off. The meeting will begin with a recognition of outgoing council members, including Ms. Lanski's last meeting. The current council will adjourn sine die. Following this, the municipal judge will administer oaths to the new council members, a ceremonial process as oaths must be notarized by July 1st. During the organizational meeting, the council body will elect a president and vice-president, and appoint city officials. The meeting will be followed by JDA and City Council meetings.
Engineering Services Amendment Approved for Grand Park Development
The City Council considered an amendment to an engineering services task order with CPS for the Grand Park development. This amendment includes CPS providing inspection services for the sanitary sewer, storm sewer, and Waterman district utilities, in addition to their ongoing design and surveying services. The decision to have CPS conduct inspections was made due to the engineering department's current workload and staff limitations. The amendment will be recommended for approval.
