Councilman Welcomes Grandchildren; Airport Developing Long-Term Strategy
Councilman Joerger announced the birth of his two grandsons, Boston and Berkeley, born on June 4th, making them his first grandchildren. He also mentioned that the airport is developing a long-term strategy over the next two to nine months, focusing on its future direction (GA, FBO, Heliport, etc.). Airport employment is up 35% year-over-year due to increased morning flights.
Brainard Gully Storm Water Project Extended; Soil Stabilization Study Approved
The council considered an amendment to the agreement for the Brainard Gully storm water project. The amendment extends the agreement with HR Green to December 31, 2026, and includes soliciting proposals for soil stabilization at the outlet. The original grant was for $970,000, and $24,000 remains, potentially usable for engineering costs. Concerns were voiced about ongoing maintenance costs for the gully remediation project.
Amended Transit Procurement Policy Approved to Comply with Federal Regulations
The council approved an amended transit procurement policy for the Brainerd-Crow Wing public transit system. The policy updates were largely administrative, including changes to dollar amount ranges, to comply with Federal Transit Administration (FTA) requirements. The last update to the policy was in 2024.
City Approves Letter of Intent for Downtown Apartment Development
The council approved a letter of intent from Lumber One Development Company to potentially redevelop the city hall parking lot into a multifamily apartment complex. The developer is requesting the property be sold for $1, tax abatement, and to be within the central business district incentive area. The letter of intent does not bind the city but sets aside the property for 90 days for negotiation on a purchase and development agreement.
City Council Supports Competitive Process for Tax-Forfeited Lots
The council approved a letter of support for the Baxter tax-forfeit lots, urging the Crowing County HR board and County Commissioners to consider a competitive process for developing these properties. The properties include 29 in Baxter, 7 in Baxter (repeated from previous mention), and 5 in Brainard. The letter emphasizes potential revenue generation for the county through competitive bidding, as opposed to the current proposed development agreement.
