Refuse and Recycling RFP Under Review; Vendor Recommendation Expected in July
Josh, the City Administrator, provided an update on the RFP for residential refuse and recycling services. Four proposals were received, and vendors 'sharpened their pencils' on rates for the next five years. Interviews with the top two scoring vendors are scheduled, with a recommendation expected to be presented to the council at the July 6th meeting.
Old Community Center Building to be Demolished
The council approved the demolition of the old community center building located at 140 Commerce Circle. The building has been vacant since the community center relocated to the former Penrad building. Staff determined the old building is not viable for renovation or conversion. The demolition will convert the site into a grassy area or green space, with the option to keep the site open for future city center expansion. Two estimates were received for the demolition, with DRC Incorporated providing the lower estimate of $60,000, which includes asbestos removal, filling the site, and topsoil. The city will handle reseeding and establishing grass. The demolition is expected to begin in late June or early July, following the completion of Century Link's work.
Preliminary Plat Approved for Rico's Hobby Hill Expansion
The Council approved a preliminary plat for 1207 State Highway 25 North, known as Rico's Hobby Hill. This approval is necessary to re-plat and combine six existing parcels into two separate parcels to accommodate an expansion of the existing business. The current building crosses property lines, creating a code violation. The re-platting will create one parcel for the mini-golf area and another larger parcel for the main business operations, including proposed additions like duck pin bowling. The Planning Commission reviewed the plat, noting it corrects a code violation.
Splash Pad Project Approved, Enhancements Included
The council approved a proposal from Weber Recreational Design for the Buffalo Community Splash Pad, in memory of Andrew. The project, funded in part by a $350,000 grant from the Minnesota DNR and $100,000 from Friends of Andrew, will include a splash pad facility, a large restroom/mechanical building, fencing, and cement work. The recommended proposal includes enhanced features beyond a typical splash pad, such as a playground water feature. The system will be recirculatory with chemical treatment and a UV system for water efficiency. The total project cost is estimated at just over $1 million. Construction is expected to begin this summer, with completion in fall 2026 and operation around Memorial Day 2027. The splash pad will be open to the public and will utilize existing park operating staff for maintenance.
City Council Approves Water Reclamation Facility Plan for Phosphorus Compliance
The City Council approved the Water Reclamation Facility Plan for phosphorus compliance. This plan is a necessary step to meet stringent phosphorus limits (0.029 mg/L) set by the MPCA, which current wastewater treatment methods cannot achieve. The plan proposes a significant filter project estimated to cost between $21 million and $28 million. Approval allows the city to submit the plan to the MPCA to pursue state and federal grant funding, including PSIG (Point Source Implementation Grant) and potentially low-interest loans. The city is a year ahead of its compliance schedule and is seeking funding to mitigate the high cost to ratepayers. The facility plan is a feasibility report, and specific design and technology choices will be determined later.
