Keekly Underground Awarded Contract for 2026 Street and Utility Improvement Project
The council awarded a contract to Keekly Underground for the 2026 Street and Utility Improvement Project ST 2026-1. The project includes constructing a new segment of Minnesota Avenue with water, sewer, pond, sidewalk, and trail, and reconstructing 172nd Street. The low bid of $621,614.70 was significantly under the engineer's estimate of $825,000 and the project's estimated delivery cost of $720,000. Work is expected to begin in mid-July and be substantially complete by early October, with final asphalt and markings next summer.
Allied Blacktop Company Secures Contract for 2026 Street Maintenance Project
The council awarded a contract to Allied Blacktop Company for the 2026 Street Maintenance Project ST 2026-2. This project involves seal coating approximately 10 miles of streets in the southern part of the city, along with pavement repairs and curb and sidewalk replacement throughout the city. The low bid of $338,823.00 came in significantly under the engineer's estimate of $550,000 and the project's estimated delivery cost of $345,000. Work is scheduled to begin in late July and complete striping near Labor Day.
City Council Approves Zoning Map Amendments for Shoreland Overlay Districts
The council approved amendments to the city's zoning map to reflect updated shoreland overlay district boundaries established by the DNR. These changes include reclassifying Bowdry Lake, removing Landis Lake, labeling McDowell and Kerber Lakes as unnamed wetlands, and updating Mississippi Scenic and Recreational River District overlay boundaries. The amendments do not alter existing zoning districts or their boundaries. The Planning Commission recommended approval.
Timber Trails Development Concept Plan Reviewed by City Council
The council reviewed the concept plan for the Timber Trails Development, a proposed 211-lot residential development on 73 acres of Outlot D in Hudson Woods. The development features a mix of 42, 52, and 62-foot-wide lots, with flexibility requested for reduced lot size, width, and side yard setbacks, requiring a rezoning to PUD. The plan includes 17 acres of open space, with trail connections to an existing park. The Planning Commission previously recommended support for the project.
City Council Approves Easement for Smith Family Trust Holding Pond Amidst Taxpayer Cost Concerns
The council discussed item 6C, the approval of a permanent easement agreement with the Smith Family Trust concerning a holding pond. Councilmember Jirou expressed strong opposition, citing concerns about the cost to taxpayers, the need for the city to maintain the pond, and the benefit to the developer. Despite these concerns, the motion to approve the easement passed.
