Law and Ordinance Committee Recommends Policy Revisions for Seasonal Alley Closures
The Law and Ordinance Committee discussed a proposed seasonal alley closure at 210 South Main Street. The committee also requested the law director prepare legislation granting the administration authority to regulate rights-of-way for seasonal closures to promote consistency and administrative efficiency without council involvement in routine permitting.
Resident Advocates for City Manager Governance, Calls for Stronger Property Maintenance and Zoning
Joe Droll spoke about the importance of the city manager form of government, suggesting the May primary as an ideal time to get it on the ballot. He acknowledged valid points raised in 'combos with council' discussions but stressed the need for continued education and potentially a citizen-led initiative, as the issue is critical to preventing mistakes that could undermine progress. He also concurred with the observation that things are looking good but suggested a more aggressive property maintenance code and zoning approach, particularly for rental properties, to address areas needing improvement.
Finance Committee Reviews 2027 Tax Budget, Mausoleum Repairs, and Property Tax Deadlines
The Finance Committee discussed the 2027 tax budget, which is due to the county auditor on July 3rd, 2026. They also reviewed bank balances at the end of May, which were $25,368,200. The committee was informed about upcoming mailings for unfiled returns and that revenues and expenses are running within expectations. They also discussed a capital improvement for the mausoleum, securing $50,000 for repairs and seeking additional funding for the remaining $50,000 of the estimated $100,000 cost. The committee requested the finance director identify when property tax collections expire and the steps needed to put it on the ballot. The next meeting is scheduled for July 21st, 2026.
City Secures Funding for Mausoleum Roof Repairs and ADA Restrooms; CDBG Funds Utilized Effectively
The Safety Service Director reported that $50,000 in capital budget funding has been secured for repairs to the mausoleum roof, which was built in 1916 and is a national historic site. They are seeking additional funding and hope to pair it with another grant. Additionally, the city will soon go out to bid for ADA-compliant restrooms upstairs in the city building, funded by Community Development Block Grant (CDBG) funds administered by the Tiffin Collaborative for Seneca County. The city has effectively utilized CDBG funds for ADA compliance improvements, including the front entrance to the water office, the ramp to the police department's back entrance, and downstairs restrooms.
Fostoria Successfully Hosts Major Events, Receives FAA Commendation
The Mayor reported on two successful weekends in Fostoria. The Union Pacific Big Boy visit on June 6th brought many people to town with only minor incidents and left the rail park clean. The recent farmers market on Main Street and Juneteenth celebration at Foundation Park were also well-organized and incident-free. Additionally, Fostoria hosted the only FAA-sanctioned air show in Northwest Ohio, which was well-attended, incident-free, and received high praise from the FAA for its quality.
