New Pool Rental Fees Approved to Allow After-Hours Access

The council considered Ordinance 28-2026, which amends rates and fees, including Ordinance 21-2026, and adopts additional updated rates and fees, declaring an emergency. The purpose is to allow residents to rent the city pool after hours and reserve cabanas, with rates established by ordinance. Evening private rentals are $500-$600, pavilion and cabana rentals are $300-$400, and holiday rentals are also specified. The emergency declaration is needed to implement these rates before the pool closes in early August. Council Debates Remote Participation for Deployed Military Personnel, Motion Fails

Councilmember Barrow proposed an amendment to the charter to allow deployed military personnel to participate remotely in council meetings, including voting, through electronic or telecommunication means. This would retain their elected authority while serving. The proposal also stated that temporary replacements would not restrict the member's ability to exercise their authority when remote participation is feasible. If a deployed member chooses to relinquish their remote participation or voting rights, they may do so by providing electronic communication to the council. Resident Criticizes Councilmember's Stance on Sex Offender Ordinance for Parks

Councilmember Kurt's comments during the discussion of a proposed sex offender ordinance for parks and playgrounds were criticized by resident Sherry. Kurt reportedly expressed concern over a tier-one offender who might want to bring his children to the park, stating, 'It is unfortunate for this guy. He made one stupid mistake three years ago, and now he can't take his kids to the playground.' Sherry argued that a mistake is unintentional, whereas a level-one sex offender made an intentional choice, and urged Kurt to retire, following the example of former council members Burch McDonald and Liam Bower.

Public Banking Proposal for Ohio Infrastructure Funding Presented

Glenn Ryan, chairman of the Northwest Ohio Passenger Rail Association (Norpra), proposed the development of a public banking system for Ohio, citing the Bank of North Dakota as a successful model. He mentioned House Resolution 5356, which would develop such a bank at the federal level. His 'plan B' is to develop a similar system within the state, where the state would buy US treasury bonds and convert them into investor bonds with a 5-to-1 yield ratio. Ryan requested the formation of a three-county commission (Lucas, Senica, and Wood) to study the feasibility of this system in Ohio, asking for the mayor or a representative to join his group and for two council members to act as a point person and alternate. He stated this banking structure is the best way to fund infrastructure, including sewer systems, without burdening taxpayers.
