Discussion also touched upon the challenges of city mileage versus highway mileage on vehicle longevity, the potential for leasing, and the consideration of purchasing used vehicles from low-salt locations. Concerns were raised about the efficiency metrics, the weight of electric vehicles on roads, and the need for a broader research approach to vehicle selection.
School District Graduation Sees 574 Seniors; Delta High School Honored for Civic Engagement
Jesse Barlo provided an update on the school district, noting that the last day of school was June 5th, with 574 seniors graduating. Among the graduates, there were 12 National Merit finalists and two accepted to military academies (Air Force Academy and West Point). Delta High School received the Governor's Civic Engagement Award for registering all eligible students to vote. Mayor Alexander Codola from Nichin, Ukraine, visited the high school during his tour, sharing his impressions of the educational experience.
Summer Reading Program Exceeds Expectations; BookFest Author Event Announced
Lisa Reeves Collins, Director of Schuylkill Center Region Library, reported on the success of the summer reading program. To date, 1,420 children (ages 3-12) and 93 babies (ages 2 and under) have registered. The program includes a partnership with Center Region Parks and Recreation for a 'Dinos on the Loose' scavenger hunt in local parks. Maria Burchil, Head of Adult and Teen Services, reported strong participation for teens (344 registered) and adults (over 400 registered), aiming to meet or exceed last year's total of 800 combined participants. New teen programs like a cooking club and painting program are full and have waiting lists. BookFest, an event featuring 33 independent authors and publishers from across Pennsylvania and surrounding states, is scheduled for July 11th at the library.
COG Human Resources Committee Dissolved After Trial Period
The General Forum adopted a resolution to dissolve the COG Human Resources Committee, effective immediately. This decision follows a six-month trial period during which HR operations continued without interruption. The resolution directs that remaining HR functions will be administered through staff-led processes or, when appropriate, overseen by the Executive Committee, General Forum, or established ad hoc groups. This change reflects the organization's maturation and the professionalization of its staff. While acknowledging the committee's past contributions, the dissolution is seen as an efficiency measure. Concerns were raised about the loss of committee-level oversight and the potential for increased meeting times for the General Forum. The resolution allows for the re-establishment of an ad hoc committee if significant HR issues arise.
COG Facilities Committee Dissolved, Functions Integrated into Staff Operations
The General Forum approved the dissolution of the COG Facilities Committee by adopting Resolution 2026-6 and repealing Resolution 2020-9. This decision stems from the committee's infrequent meetings and the recommendation from staff to integrate its functions. The Facilities Committee was initially formed to alleviate the workload from the Finance Committee. Concerns were voiced that dissolving the committee might re-burden the Finance Committee. However, the current staff, particularly the facilities manager, is actively managing assets and projects. The adoption of the resolution means that facilities management functions will be handled through staff-led processes, overseen by the Executive Committee, General Forum, or ad hoc groups as needed. The Finance Committee's workload was a key consideration, with the goal of preventing a return to previous overload.
