COG Dissolves HR and Facilities Committees; Approves Fleet Management Plan

The Council of Governments (COG) General Forum discussed and voted on resolutions to dissolve the COG Human Resources (HR) Committee and the COG Facilities Committee. The HR committee dissolution followed a six-month trial period where HR operations continued effectively under staff management. Proponents argued that the organization has matured and that staff is capable of managing HR functions, reducing the need for the committee's oversight and saving staff time. Concerns were raised by some members about losing committee-level input and oversight, potentially leading to longer General Forum meetings and less thorough vetting of issues. Ultimately, both resolutions passed, with provisions for establishing ad hoc committees if necessary and with the understanding that policy changes still require executive and general forum approval. The Facilities Committee dissolution was also supported by the Facilities Manager, who presented a new fleet management plan, highlighting that the committee's workload had diminished and that its functions could be absorbed by staff and the Finance Committee, with caution regarding the potential for increased burden on the Finance Committee. The fleet management plan itself was also approved.

COG Adopts Fleet Management Plan to Enhance Vehicle Operations and Efficiency

Sam Bryson-Brockman, COG Facilities Manager, presented a new COG Fleet Management Plan. The plan's three core goals are to enhance vehicle asset management, ensure safe, efficient, and resilient vehicles for the COG fleet, and optimize fleet sizing and usage. The plan outlines the vehicle lifecycle, from selection and purchasing through maintenance, operations, and eventual replacement. Key components include establishing a comprehensive fleet asset inventory in Tracer, defining specific evaluation criteria for vehicle replacement (e.g., age, mileage, repair costs), and conducting annual fleet assessments focusing on utilization, efficiency, resiliency, and maintenance. The plan also addresses future policies, including enhanced operator guidelines and consolidated repair services. Discussions during the presentation raised concerns about current vehicle conditions, fleet size optimization, the impact of electric vehicles on weight and road wear, and the need for clearer efficiency requirements. The plan was approved, with acknowledgment that it is an evolving document.
