COG Human Resources Committee Dissolved Following Trial Period

Concerns were raised about the loss of committee-level oversight and issue hashing, but supporters argued that the executive committee and potential ad hoc committees would provide sufficient oversight and that dissolving the committee would save staff time and resources due to frequent cancellations and lack of quorum. The resolution was approved.

Center Soccer Association Honored by Governor, Thanks COG for Field Support

During the General Forum meeting, a public comment was made by Shopak Jan Tunstevis on behalf of the Center Soccer Association (CSA). CSA was recognized by Pennsylvania Governor Josh Shapiro through Philadelphia Soccer 2026 for its commitment to expanding access to soccer and recreation opportunities, making the sport welcoming, inclusive, and accessible. This recognition, awarded by the governor, led to CSA receiving tickets to a World Cup match in Philadelphia. Tunstevis expressed gratitude to the Centre Region Council of Governments and the Forum for their continued support, particularly for providing and maintaining the fields used by CSA's players, families, coaches, and volunteers, emphasizing the essential role of quality facilities for youth sports.

COG Reports Include Soccer Recognition, Economic Data, Fire Director Search, and Library Program Success

The General Forum received updates on various COG activities. The Center Soccer Association (CSA) was recognized by Governor Josh Shapiro for expanding access to soccer and making the sport welcoming and inclusive, receiving tickets to a FIFA World Cup 2026 match. CSA expressed gratitude for the Centre Region Council of Governments' support in maintaining fields. Ben Estes, Executive Director, reported on the Consumer Price Index (CPI) at 4.2%, expected to remain stable or slightly increase, and noted that inflation is currently contained to oil and food products. He also highlighted a tour given to the DCD executive director and deputy director, showcasing COG's services as a model for shared services, and updated that the fire director search is in progress with a target hire by late November. Lisa Reeves-Collins, Director of the Center Region Library (SCLO), reported on the success of the summer reading program, with significant participation from children, teens, and adults. She also announced the upcoming Book Fest on July 11th, featuring 33 authors. A question was raised regarding the location of the creamery stand for ArtsFest due to campus construction, which will be investigated.

COG Facilities Committee Dissolved, New Fleet Management Plan Approved

The General Forum discussed and approved Resolution 2026-6, dissolving the COG Facilities Committee, which was originally formed to alleviate the load on the Finance Committee. Concerns were raised that dissolving this committee might overburden the Finance Committee again. The Facilities Manager presented the new Fleet Management Plan, which aims to enhance vehicle asset management, ensure safe and efficient vehicles, and optimize fleet sizing and usage. The plan includes managing a fleet asset inventory in Tracer software, with evaluation criteria for vehicle replacement based on age, mileage, repair costs, and safety concerns. The committee's primary function was to review asset management, and its dissolution is supported by the argument that the Facilities Manager is now performing these duties effectively. The resolution was approved.

Proclamation Recognizes July as Parks and Recreation Month and July 17th as Professionals Day

Christy Owens, Director for Center Region Parks and Recreation, presented Proclamation 2026-2, recognizing July as Parks and Recreation Month and July 17th as Parks and Recreation Professionals Day. The proclamation highlights the significant role of parks and recreation in the community, managing nearly a thousand acres of parkland and over 50 park sites and facilities, which connect neighborhoods, provide access to businesses and regional destinations, and offer opportunities for recreation, transportation, and connection with nature. In 2025 alone, staff delivered 617 programs, including 40 community events and 50 summer camps, aiming to enrich lives and strengthen the community through nature, wellness, and health initiatives. The proclamation honors dedicated professionals, seasonal employees, and volunteers who bring these opportunities to the community. The General Forum unanimously approved the proclamation.
