CRPA Presents Comprehensive Plan and Future Land Use Map Updates to State College Officials

The Center Region Council of Governments (CRPA) presented updates on the comprehensive plan and the future land use map (FLUM) to the State College Borough Council and Planning Commission. The comprehensive plan aims to establish a long-range vision for community growth, including defining shared land uses across municipalities and designating future growth areas while preserving rural resources. The FLUM is being updated to align with municipal zoning rewrites, with a focus on residential land use classifications and their density calculations. The presentation also covered the history and importance of the regional growth boundary and sewer service area, the REDCap report detailing development capacity, and specific housing needs for State College Borough. Discussions included the impact of the regional growth boundary on development, challenges with census data accuracy, and the need for diverse housing options beyond student housing. The goal is to foster housing variety, purposeful community design, sustainable transportation, community partnerships, and environmental stewardship.
