School Board Votes to Intervene in TransSource Power Line PUC Matter
The Chambersburg Area School District Board of Directors voted to approve authorizing the filing of a petition to intervene in the Pennsylvania Utility Commission (PUC) matter involving the proposed TransSource Pennsylvania LLC transmission line project. This action is being taken as a matter of due diligence to allow the district to remain informed and involved as more information becomes available, particularly concerning the potential impact on Cam South and Falling Spring Elementary School. The board acknowledged the rapid timeline for this decision and the complexity of the issue, expressing a desire to ensure the district's position is accurately represented. The vote to approve the petition to intervene passed 7-1.
Board Approves Policy Updates on Membership, Leave, and Substitutes
The board discussed and approved policy updates, including Policy 004 regarding membership and Policy 339 concerning uncompensated leave. A suggestion was made to add language to Policy 004 to clarify the process for appointing a candidate at large if no candidates from a vacated region are available, pending appropriate jurisdictional approval. The board also approved Policy 305, Employment of Substitutes, on its second reading. These policy updates aim to improve clarity and adherence to regulations.
District Hires Firm for Construction Management of School Projects
The board approved an agreement with Mascaro CM Services to provide pre-construction and construction management services for the Green Village Elementary School, Green Village Intermediate School, and Chambersburg Area School District Middle School projects. This marks the first time the district has engaged a firm for comprehensive management of such significant projects. Mascaro's team includes 12 professionals, and their selection was based on their experience with projects of similar scale and complexity. The construction manager will act as an extension of district staff throughout the project lifecycle. The motion to approve was made by Mr. Raver and seconded by Mr. Hayda.
District to Provide Police Officer to Franklin Learning Center
The board approved a Memorandum of Understanding (MOU) and engagement letter for providing a police officer to the Franklin Learning Center. This follows a previous allocation of funds for this purpose. The district will provide the officer through its police force, with the Franklin Learning Center reimbursing 90 percent of the cost. The motion to approve was made by Mr. McKee and seconded by Mr. Piper.
School District Approves Hiring of Two K-3 Literacy Coaches
The board approved the hiring of two K-3 literacy coach positions as part of the district's 'Reading by Third Grade' initiative. This initiative aims to improve student reading performance by investing in strategies similar to successful programs in other states. The literacy coaches will provide professional development and support to teachers, focusing on tier-one instruction to ensure all students have access to the best practices in reading education. The funding for these positions comes from a nearly million-dollar investment in the program, with remaining funds to be finalized. The motion to approve was made by Mrs. Gogler and seconded by Mr. McKee.
