The council leaned towards Option 3, partnering with the Washington County Health Department via an MOU, due to the tight deadline and the Health Department's existing programs and plans. This approach allows the city to gain time to finalize the MOU and ensure city-focused utilization of funds, with the understanding that the MOU would specifically cover the 2022-2026 funding period. Discussions also touched on the strict reporting requirements for these funds and the shared risk with any partner.
Hagerstown Proclaims June as Caribbean Heritage Month, Celebrates Community Contributions
The City Council formally proclaimed June as Caribbean Heritage Month. Councilmember Carol Anderson, of Caribbean descent, presented the proclamation, emphasizing the rich culture and significant contributions of Caribbean immigrants in various fields within Hagerstown. Several individuals with Caribbean heritage shared their backgrounds and their roles in the community, including business owners, a candidate for Washington County Sheriff, and an attorney. The proclamation celebrates the diverse tapestry of nations, languages, cultures, and traditions that enrich the community.
Caribbean Heritage Month Proclaimed; Community Members Share Diverse Backgrounds
The City Council recognized individuals and entities for their contributions to Caribbean Heritage Month. Chef Malik (Urban Delights LLC) from Guyana, Alexandra (Stay Rooted in Pineapple Cafe), Junior McCloud (running for Washington County Sheriff) from Trinidad, Makayla Max Nichols (criminal defense attorney) from Trinidad, Tanya (Haitian food business owner and hot board member), and Celia Portela from Cuba shared their backgrounds and community involvement. The proclamation celebrated the diverse cultural heritage and contributions of people of Caribbean descent.
Jasso Maintenance LLC Selected as Hagerstown's Janitorial Contractor
The Mayor and City Council authorized and approved Jasso Maintenance LLC as the city's janitorial contractor for various buildings and facilities. The contract term is from July 1, 2026, to June 30, 2027, with the possibility of three additional one-year renewals. The FY2027 annual amount for these services is $77,705, with a breakdown provided for departmental allocation.
Hagerstown Approves HVAC, Elevator, Electrical, and Janitorial Contracts; Appoints New Department Directors and Board Members
The Mayor and City Council approved several service contracts and appointments. Mechanical Services Industry LLC was authorized as the city's HVAC contractor for preventive maintenance and repair for one year, with renewal options. Right Elevator Company was approved for elevator maintenance services for one year, also with renewal options. MEC Incorporated was approved for on-call electrical maintenance services for one year, as part of a five-year renewal option. Jasso Maintenance LLC was approved as the city's janitorial contractor for one year, with renewal options. Additionally, Amanda Gray was promoted to Director of Housing and Community Development, and Warren Reed was appointed Director of Information Technology. Gregory Hennigan and Aaron House were appointed to the Board of Code Appeals, and Doug Carroll was appointed to the Historic District Commission.
