Arts Council Progresses on Mural Project; Summer Programs Underway
The Arts Council has begun work on the mural for the diff lot, with the background primed. Completion date is weather-dependent, and an opening date is still to be set. Kimberly Schultz will become president of the Arts Center board, also serving as vice president of the New Windsor Town Council. Art summer camps have started, and a free summer movie series begins next Tuesday and runs every Tuesday through August 4th at 7 PM in the theater on Main Street.
New Ordinance Authorizes Routine Inspections of Commercial/Industrial Wastewater Facilities
The council adopted Ordinance 2026, amending Chapter 124, Sewers and Sewage, Article 8, to add section 124-32.1. This new section provides for regular inspections of wastewater facilities for commercial and industrial establishments served by the city's wastewater system. It also establishes fines and penalties for denying access for these inspections. A revised draft was substituted, clarifying that no fees will be charged for routine inspections.
Councilman Praises Westminster's Governance and Mentorship Model
Councilman Huff commented on his experience at the Maryland Municipal League conference, particularly attending sessions on parliamentary procedure and conducting effective meetings. He observed that many municipalities struggle with meeting management and maintaining decorum among elected officials. He contrasted this with Westminster, highlighting the city's excellent institutional approach to mentoring new council members and clearly stating expectations, which fosters constructive handling of disagreements. He praised the long-standing council members and the mayor for setting a positive tone and being excellent role models.
Westminster Increases Sewer and Water Benefit Assessment Fees
Ordinance 2026-5 was adopted to amend Chapter A1 175, Article one, concerning utility fees. This amendment increases the sewer and water benefit assessment fees. The revisions are intended to align assessment rates with current service and system costs, ensuring financial sustainability and the continued provision of reliable water and sewer services. The council also considered comparisons with other municipalities and county charges, ensuring the new rates are equitable and competitive.
New Appointments Made to Planning and Zoning Commission
The council approved the appointments of Keon Bay Page as a commission member and Paris Howard as an alternate member to the City of Westminster Planning and Zoning Commission for a five-year term ending June 22nd, 2031. Council members expressed appreciation for the collaborative appointment process and the dedication of the appointees.
