Leesburg Council Approves Downtown Floodplain Amendments to Encourage Redevelopment
The Town Council held a public hearing and voted on three interconnected amendments concerning floodplain regulations in the downtown area. The amendments aim to encourage redevelopment and economic activity by aligning town regulations more closely with FEMA guidelines and allowing for greater flexibility in floodplain development. Specifically, the amendments permit mixed-use projects with non-residential ground floors, parking lots/structures as principal uses, and fill in the floodplain as a by-right use in designated areas. These changes require corresponding updates to the Zoning Ordinance, Design and Construction Standards Manual, and Subdivision and Land Development Regulations. The Planning Commission had previously directed staff to evaluate expanding fill allowances, identifying two additional areas with ineffective flow or backwater conditions. Staff supports the amendments, believing they will not adversely impact adjacent properties or undeveloped floodplains due to continued adherence to FEMA and DCR regulations, and will stimulate investment. The council approved all three amendments with unanimous votes (7-0 for each).
Route 15 Bypass Interchange Project Put on Hold; Town to Repay NVTA with VDOT Reimbursement
The council discussed the Route 15 bypass Edwards Ferry Interchange Capital Project and a request from NVTA to reimburse them for design funds. The project, planned since 1986, has received significant funding for design from NVTA and VDOT. However, due to a high cost estimate ($180+ million) and unsuccessful grant applications, the project has been put on hold for several years until an adequate funding mechanism is secured. NVTA requested reimbursement of $2,924,667 for prior expenditures. VDOT has agreed to reimburse the town that same amount to cover this repayment to NVTA. The project's future depends on the completion of other related projects (Battlefield Interchange, bypass widening) and subsequent re-evaluation of designs and funding mechanisms.
Leesburg Council Approves Meeting Minutes and Agenda
The council addressed procedural matters including approving work session and regular session minutes from June 8th and June 9th, 2026, respectively, and adopting the meeting agenda. All procedural votes passed unanimously with 7-0 votes.
Leesburg Council Authorizes Electronic Participation, Confirms Unanimous Approval of Meeting Minutes
The council conducted a roll call vote to allow Vice Mayor Simino Johnson and Councilmember Cummings to participate electronically in the June 23rd, 2026 meeting. The motion passed with all five present members voting in favor. Additionally, a roll call vote confirmed the unanimous approval (7-0) of the minutes for the June 8th work session and the June 9th regular session, with virtual participants Mr. Cummings and Vice Mayor Simino Johnson confirming their 'yes' votes.
Leesburg Council Approves $186,000 for Rock Springs Farm Maintenance and Public Access
The Town Council approved funding for the maintenance and initial development of Rock Springs Farm. A supplemental budget appropriation of $186,000 was requested to cover both general maintenance needs and the opening of the Sledding Hill pasture for public use. The requested funds include $87,000 for recurring expenses (utilities, contracted services, supplies) and $99,000 for one-time expenses (benches, fencing, signs, entrance). The funding source proposed is the general fund unassigned fund balance. The council approved the resolution, passing 7-0.
