Funding Approved for South Central Regional Transit District Electric Buses to Expand Express Service
The board approved an amendment to the Regional Mobility Strategy (RMS) 2025-2028 Transportation Improvement Program (TIP), RMS 2027-2030 TIP, RMS 2050 Metropolitan Transportation Plan (MTP), and RMS 2052 MTP. This amendment programs $4,763,740 in FTA 5339C low-no emission vehicle program funds for fiscal year 2027 for the South Central Regional Transit District (SCRTD) to acquire four hybrid electric buses. These buses will support new regional express transit service connecting Las Cruces, Anthony, Sunland Park, and downtown El Paso.
Proposed MO El Paso Bylaws Amendment Voted Down Amidst Representation Concerns
The board considered and ultimately voted to delete a proposed amendment to the MO El Paso MO bylaws. The proposed amendment aimed to restructure the policy board's composition to address quorum issues and remove members with consistent non-attendance. Changes included reducing the number of Texas state representatives from five to four, removing the El Paso International Airport voting seat, and removing two New Mexico state elected officials while adding the South Central Regional Transit District. The proposal faced significant debate regarding representation, particularly concerning the removal of the airport seat and the impact on representation for specific districts. Ultimately, a motion to delete the item passed with five opposing votes.
El Paso NO Attendance Policy Amended to Allow Virtual Participation for Out-of-Area Members
The board considered and approved an amendment to the El Paso NO attendance policy, which will now allow members who are outside the El Paso planning area to attend meetings virtually if they provide at least one week's notice to the chair and executive director. This change aims to ensure quorum is met for meetings. The previous policy required in-person attendance unless the chair suspended the rules, and the amendment seeks to formalize a more flexible approach while still prioritizing in-person participation. The vote was passed with one nay vote.
