The city can choose the best use and negotiate terms, with the option to restart the process if terms cannot be agreed upon. The RFP also includes language allowing the city to reject proposals.
City Considers New Animal Protection Services Facility with Modular Kennel Installation
The city is considering a new animal protection services project, with pre-phase one involving the installation of two modular clinic kennels. This initial phase will include site work, utility hookups (sewer, electrical, water), and platforms with ramps, at an estimated cost of $150,000 for site work and approximately $500,000 for the kennels themselves. The kennels, manufactured in Pennsylvania by Horizon Structures, are intended to face each other on the north portion of the site where an old mobile home was removed. This pre-phase is a precursor to future phases that will include a larger building, a quarantine area, and additional park and parking facilities, ultimately forming a multi-year project.
City Evaluates Need for Dedicated HR Generalist Amidst Growing Workforce
The City of Lovington is exploring the need for a full-time HR Generalist role due to a current workforce of approximately 140 employees. Analysis suggests a recommended ratio of 1 to 100 or 1 to 2 HR professionals per employee count. Currently, HR duties are handled by the City Clerk in a dual role, which is deemed insufficient and prone to errors. A dedicated HR Generalist would focus on standardizing new hire and termination processes, managing benefits enrollment, ensuring accuracy in payroll and benefits, and maintaining compliance. The role would also allow for outsourcing of more complex legal specialties and workplace investigations to consultants, ensuring the Generalist can manage day-to-day functions without being overwhelmed. A two-layer HR model is proposed, with the Generalist handling internal functions and consultants managing larger tasks.
Variance for Accessory Building Setback Approved with Conditions
The commission considered a variance request for RESOLUTION 2026-074 to allow an accessory building (metal storage shop for a boat) to be 8 ft 3 in from the main structure at 517 West Adams. The city code requires a 10 ft setback. The applicant has a pre-existing slab with anchor bolts, and removing and moving it would be costly. The structure is metal, uninsulated, and intended solely for storage with no electricity or sewage. Planning and Zoning recommended approval 3-1, with the condition that the owner obtains state building permits and passes state inspections, otherwise the variance is void. The applicant confirmed the carport on the property met all setbacks and was approved separately. The main issue is the 1 ft 9 in encroachment into the required setback between the house and the proposed building.
City Approves Budget Adjustments for FY2025-2026 Quarter Four
The commission approved budget adjustments for Fiscal Year 2025-2026, Quarter Four. These adjustments include increasing reported revenues for court fines within the 709 account to ensure sufficient funds for spending, and also increasing solid waste collection revenues. These are described as two small adjustments. No adjustments were needed for the senior center. The city retains the ability to adjust the budget further within July based on quarterly reports.
