City Council Receives Update on Infrastructure Improvements and Cost Savings in Water and Wastewater Systems

City Council Reviews CDBG Grant Applications Amid Funding Shortfall
The City Council held a public hearing to receive public comments, guidance, and recommendations regarding the 2026-2027 CDBG grant application submissions and the second year action plan in accordance with the five-year consolidated plan of 2025 through 2030. The total available amount is just under $1.3 million, while requests total about $2.7 million. Applications included 12 from outside organizations for community services and eight city projects for infrastructure. The funding reduction from previous years was noted, and the need for prioritizing city projects over nonprofits due to funding limitations was discussed. The allocation decision will come back to the council on August 11th, following a 30-day waiting period.
City Council Awards Contract for Mockingbird Lane Project and Approves Engineering Services Agreements
The City Council approved awarding a contract for the Mockingbird Lane Phase 1 paving and drainage project to Rhys Albert Incorporated of San Angelo, Texas. The total cost for the project is $1,177,016.31, with an additional $235,403.26 approved for contingencies. The council also approved appropriating funds and authorizing payment. This item was a pull from a previous meeting, with discussions emphasizing the importance of developer relationships and encouraging developers to take on certain liabilities and contribute extra for neighborhood improvements. The project is expected to improve traffic flow and safety in the area. The council also approved selections for professional engineering services for geotechnical and construction materials testing, awarding contracts to Atlas Technical Consultants LLC, Beyond Engineering and Testing LLC, and Centurion Planning and Design LLC on an as-needed basis for up to three years, with task orders not exceeding $150,000 and annual total costs not exceeding $300,000 per agreement.
City Council Approves Support for Opportunity Zone Nominations
The City Council considered a resolution supporting the nomination of eligible census tracts within the city for designation as Opportunity Zones under the Federal Opportunity Zone 2.0 program. This federal program encourages private investment in economically distressed areas through tax incentives. The Midland Development Corporation (MDC) will apply for these areas, and the resolution of support is necessary for their application. The program aims to attract long-term investment, with applications being due June 26th. Ten census tracts are proposed for application, with one removed as it's not an area for development. City Council Vacates West Pennsylvania Avenue Right-of-Way for Safety and Business Needs
The City Council approved the vacation and abandonment of a 0.523-acre portion of West Pennsylvania Avenue right-of-way. This vacation was requested by the business owners to the north and south who routinely cross the street between buildings and parking lots, creating a safety hazard. The right-of-way is not currently paved. The business has agreed to retain a non-exclusive utility easement for existing utilities and install a gate to prevent vehicle traffic. The city will receive $45,563.76 in exchange for the vacation. Public comment raised concerns about the process of vacating rights-of-way and requested information on purchasing other unused rights-of-way for small businesses.
