City Council Adopts Resolutions for November 2026 General Municipal Election
The City Council adopted resolutions related to the upcoming General Municipal Election. Resolution 11-2026 calls for and gives notice of the general municipal election to be held on Tuesday, November 3rd, 2026, for the election of two council members. Water and Wastewater Funds Budgeted for Fiscal Year 2026-2027; Prop 218 Rate Impact Pending
The City Council reviewed the proposed budget for the Water and Wastewater Funds for Fiscal Year 2026-2027. The Water Fund has a revenue budget of $9.6 million and an expenditure budget of nearly $13.9 million. The Wastewater Fund has revenues of $11.1 million and expenditures of $15.5 million. Notably, potential impacts from a Proposition 218 rate increase have not yet been included in these budgets, as the specifics are still being determined. Both funds received a portion of the transfer from the overfunded workers' compensation fund. The Water Fund reserves are projected to be around $23 million, while Wastewater Fund reserves are projected at $15.2 million, emphasizing the need for high reserves in enterprise funds for capital needs and permit compliance.
City Council Approves $146 Million Budget for Fiscal Year 2026-2027
The City Council reviewed and approved the proposed budget for Fiscal Year 2026-2027, which begins on July 1st. The citywide budget seeks an appropriation authority of $146 million, with the General Fund, Measure P Fund, and Enterprise Funds (Water, Wastewater, Solid Waste) comprising 62% of this total. A significant portion of the budget, $46 million, is allocated to capital projects, including streets, roads, and infrastructure improvements. The budget also addresses staffing needs, with funding for one new Assistant City Manager position and placeholders for reclassifications within the Police Department. The General Fund is projected to end the current fiscal year with a surplus of approximately $1.4 million. The proposed budget is balanced, with revenues equaling expenditures. The forecast indicates potential deficits in future years due to rising CalPERS unfunded liability costs and insurance premiums, but these are expected to be mitigated by future CalPERS report updates and careful fiscal management. Measure P fund balance is projected to be around $6.3 million at the end of next year. Enterprise funds for water and wastewater will not include potential Prop 218 rate increases in their current budget. Various special revenue funds, transportation funds, and capital project funds were also detailed, highlighting allocations for infrastructure, public safety, parks, and other city services. A significant focus was placed on the need for increased revenue to address ongoing operational costs and infrastructure needs.
City Council Awards Contract for Imperial Avenue Extension Phase 3
The City Council approved the award of a contract to Rogue Engineering for the Imperial Avenue Extension, Phase 3 project, from Dannenburg Drive to Manuel Ortiz Avenue. This project extends Imperial Avenue southward to serve new residential housing communities south of I-8. The total project budget is $2,295,254.78, funded by federal STBG grant and street impact fees, with no impact on the general fund. Construction is expected to commence in July and be completed later this year. The extension will connect existing segments of Imperial Avenue and include a meandering sidewalk on the east side.
