La Quinta Financing Authority Approves FY 2026-27 Budget with Focus on Electrical Infrastructure

The La Quinta Financing Authority adopted a resolution to approve the fiscal year 2026-27 budget. The budget reflects a significant increase due to a $10 million general fund loan to the Financing Authority, approved in December 2025, which will be advanced to the Imperial Irrigation District (IID) to support critical electrical infrastructure needs. This loan is to be repaid by developers through capacity agreements. The fund currently has a $4.9 million balance after an initial payment for an engineering and procurement agreement with IID for the Avenue 58 substation. Projected revenues for the budget year are just over $5 million, primarily from a transfer of Measure G funds approved by the Financial Advisory Commission. The budget's expenditure is limited to $1,000 for the state controller's report. Any further use of the fund balance beyond the December 2025 approval requires a separate appropriation request to the body. Staff will track all financing authority activities, including notes receivables, and these will be audited externally. A newly established pool account dedicated to financing authority activities will enhance transparency.
