The senior center at 6539 Adobe Road will serve as the city's cooling center when the heat index reaches 110 degrees. The San Bernardino County Sheriff's Department is hosting a blood drive on June 25th in Joshua Tree. The nomination period for city council runs from July 13th to August 6th. The Hemmings Great Race, a classic car rally, will stop in 29 Palms on June 27th. A free 4th of July celebration will be held at Knott Sky Park on July 4th, featuring a reading of the Declaration of Independence and fireworks. The code enforcement team completed a cleanup of the Sherman Hoyt property, removing over a thousand tires and several tons of trash.
Budget Revisions Approved for Project Phoenix and Sewer Funds
The council approved budget revisions for Project Phoenix funds and the enterprise sewer fund for fiscal year 2026-27. Project Phoenix has $204,000 remaining from $2.3 million committed, plus $1.1 million from housing bond proceeds for affordable housing. Remaining open projects include a business loan program, storefront improvement program, public art, site improvements, and facility fixtures. A $15,000 reallocation from public art to the tile mural was approved, with $18,000 of the mural funded by a California Arts Council grant. The sewer fund has a USGS study ($1.9 million funded, $99,000 shortfall) and a package treatment plant. The city will work with the water district and USGS to address the shortfall. The council approved budget revisions and interfund transfers: $70,000 to subsidize the sewer fund and $25,000 for a sewer fee study.

The council reviewed proposed budget revisions for special revenue funds, capital project funds, and the successor agency fund for fiscal year 2026-27. Total budgeted expenditures and transfers out are $14.2 million, with $11.4 million funded by revenues and transfers in. No revisions were proposed for the successor agency fund. The presentation detailed revenue sources like tax revenue, grants, and fees, noting that funding sources for special revenue funds are restrictive. RMRA funding is projected to increase by 6% and gas tax by 2%. Major capital projects include street overlays ($1.2 million), street repairs ($854,000), SR-62 street improvement ($501,000), other street improvements ($150,000), curved gardener and sidewalk projects ($90,000), citywide channel trail design ($477,000), Lackey Park improvements ($341,000), Split Rock Bridge construction ($4.2 million), Hatch Sullivan Bike Path ($3.7 million), new animal shelter design ($589,000), animal control building upgrades ($178,000), rehroof of city buildings ($226,000), and senior center improvements ($196,000). The council approved the resolution adopting these budget revisions and interfund transfers for administrative costs.
Update on 29 Palms Tile Mural Project for Freedom Plaza
An update was provided on the 29 Palms tile mural project for Freedom Plaza. The project is a collaborative effort involving students and the community, with individually created tiles being pieced together. Durability and longevity have been confirmed by expert advisors, and community workshops are on track, with a deadline of September 30th for grant requirements from the California Arts Council. Survey results indicate themes of nature, creativity, community, belonging, history, heritage, growth, and future generations. Residents expressed a desire for the mural to evoke feelings of welcome, inspiration, and connection. Incorporating words and phrases from students and the community, such as 'we are 29' and 'we are stronger together,' is planned. The mural will have an organic shape to counterbalance the harshness of Freedom Plaza and will be installed on the National Park Center North Wall, the community's top choice.
