Tourism Generates Significant Economic Impact in Will County
The commission heard an update from Quentin, representing the convention and visitors bureau, regarding the annual economic impact of tourism in Will County. Tourism generated $19.9 million in labor income (up from $19.8 million), $66.7 million in state and local taxes, and $84.5 million in overall spending (up $1 million from the previous year). Employment supported by tourism saw a slight decrease of 17 positions. Since 2018, Will County has seen a 7.1% increase in tourism-supported employment, exceeding the state average of 2.97%. Labor income grew by 30.7%, outpacing the state average of 22.3%. State and local taxes increased by 39%, well above the state average of 31%. Overall spending increased by 33%, also above the state average of 27%. The bureau plans to continue promotion through various marketing channels.
Sidewalk Projects and Park Mural Discussed
The city commission discussed the condition of sidewalks, specifically mentioning Maple Avenue and Fulton Avenue. While Maple Avenue project is completed, a section near Lexington Avenue has a concrete slab with cones around it, which walkers and joggers have noted. Fulton Avenue sidewalks are currently under construction. The commission also briefly touched upon a mural at Weisiger Park, which was described as amazing and bringing the area together.
Commissioner Seeks Volunteers, Praises Community Events, and Discusses Recycling Sign-ups
Commissioner Holland requested volunteers for the Eddie Montgomery concert, specifically for loading in and out on the 3rd and 5th. She also commended the Juneteenth celebration and the work of Parks and Rec. She noted that the Unity Bench ceremony was an outstanding community project and thanked the Carrier family for attending. Commissioner Holland also invited commissioners and citizens to join her in walking the parade route for the military parade on July 4th. She praised the flags on the poles for the military appreciation event and gave credit to Melanie for her significant work on that program, noting that there is already a waitlist for next year's event. She also welcomed the Governor's Scholars, suggesting they might be a good volunteer group for the concert. Regarding recycling, she mentioned that while texts to sign up for recycling work, emails did not, but calling got a live person and completed the sign-up quickly.
City Commission Approves FY27 Budget and Amends FY26 Budget
The city commission reviewed and approved the second reading of Ordinance 2066, which adopts the annual budget for fiscal year 2027, appropriating funds for city government operations. The budget was presented with a transmittal letter detailing high-level information. The full budget book is expected in draft form by the end of July. Additionally, Ordinance 2071 was introduced for its first reading, proposing amendments to the fiscal year 2026 budget. The total FY26 budget is amended from $74,450,016 to $75,493,916, with increases in the general fund ($929,000), streetscape fund ($39,000), cemetery fund ($61,000), and garbage fund. These adjustments are attributed to operational changes and specific projects like the cemetery fence project and minimum adjustments for garbage fund expenses.
City Approves Bond Ordinance for Utility Projects
The city commission reviewed and approved the second reading of Ordinance 2067, authorizing the issuance of general obligation improvement bonds, series 2026. These bonds will finance and refinance costs of public projects, including utility projects such as phase three of the Parabola Road project, phase one of the wastewater treatment plant, and the McKinney waterline project. The ordinance also addresses retiring outstanding general obligation notes, approving bond forms, and authorizing designated officers to execute and deliver the bonds.
