Berea City Council Approves Multiple Ordinances, Including Annual Budget and Pay Scale Revisions
Ordinance number 06-2026, adopting a supplement to the code of ordinances for the city of Berea, Kentucky, was read for the second time and approved via roll call vote. Ordinance number 07-2026, adopting the annual budget for the fiscal year July 1, 2026, through June 30, 2027, including a long-range capital improvement project and public facilities improvement program budget and plan, was also read for the second time and approved via roll call vote, following a recommendation from the Audit and Finance Committee. Ordinance number 08-2026, revising authorized positions, assigned pay grade, and pay scale to include a 4% cost of living adjustment and creating separate hazardous duty pay scales for the police and fire departments, had its second reading and was approved via roll call vote. Finally, ordinance number 09-2026, amending personnel policies and procedures regarding seasonal and part-time pay and eliminating the police and fire uniform allowance, was read for the second time and approved via roll call vote. The council also held the first reading of ordinance number 10-2026, an amendment to the land management and development ordinance to comply with state requirements for manufactured housing, with the second reading scheduled for July 7th, 2026. Additionally, a budget overage of $12,000 was requested and approved for laboratory analysis sewer, increasing the fiscal year 26 budget from $70,000 to $82,000, primarily due to increased fees for industrial sewer use customers and additional sampling for non-compliance issues. The Mayor commented on the smooth budget process, highlighting it as a work of art and a testament to team effort, with the council managing the city's purse strings effectively.
Berea Plans Park Improvements, Celebrates Community Events, and Praises Budget Process
City Administrator Shawn Sandlin announced plans to present park improvement plans, including those for the Stoney Creek area, at the next council meeting. The Mayor also highlighted recent community events, including L&N Day at the train station, the Berea Volunteer Fire and Rescue car show, and the Human Rights Commission's Juneteenth celebration. Councilmember John Payne mentioned L&N Day was well-received and encouraged others to share the 4th of July post. Councilmember Ronnie Terrell inquired about the new trailhead building, which is expected to be usable by the 4th of July, though the decorative wall might not be complete. Councilmember Steve Cottle commended the weekend events and reflected on the budget process, noting it as one of the smoothest he has experienced, attributing it to diligent work by the administration, department heads, and employees.
Berea Approves $12,000 Budget Overage for Sewer Laboratory Analysis
Kevin Howard, Utilities General Manager, requested and received approval for a $12,000 budget overage for the 'laboratory analysis sewer' line item, increasing the fiscal year 2026 budget from $70,000 to $82,000. This increase is necessary to cover additional fees associated with industrial sewer use customers, including rising lab costs and increased sampling for non-compliance issues. Howard clarified that all pre-treatment costs are returned as revenue from industrial customers, making it a wash financially through the 'pre-treatment reimbursement' line item. The council approved the overage request via voice vote.
Berea Considers Manufactured Housing Ordinance Amidst State Mandates and Housing Concerns
During the first reading of ordinance number 10-2026, the city council discussed amendments to the land management and development ordinance to align with new state requirements mandating the inclusion of qualified manufactured homes as a permitted use in all residential zoning districts. The ordinance revises definitions and specifies that qualified manufactured homes must meet the same setback restrictions, lot dimensions, and orientation requirements as other homes within their respective zones. These homes will be permitted in R1, R1A, R1T, R2, R3, and MP-C districts, while mobile homes are allowed in A and MP-C districts. Mobile home communities are permitted in the MPC district. The second reading is scheduled for the next council meeting on July 7th, 2026. Councilmember Katie Startsman expressed concern about state legislature imposing laws on local governments but acknowledged the necessity due to the housing crisis and appreciated the city's planning commission and codes department's proactive approach to addressing housing issues over the years. She noted that the city has to comply with KRS mandates.
