Chickasaw Police Department Receives OLEAP Small Agency Accreditation
Chief Club presented the Chickasaw Police Department with the OLEAP Small Agency Accreditation Award. This accreditation recognizes the department for meeting accepted standards and best practices for efficient and effective operations. The department achieved verified status in April 2021 and is now one of only 11 agencies in Oklahoma to reach small agency status accreditation. Special Agent Gillian O'Brien was recognized for her persistence and hard work in leading the agency to accreditation.
Matthew Stockman Appointed to Parks and Recreation Board Amidst Residency and Conflict Concerns
The council debated the appointment of Matthew Stockman to the Parks and Recreation Board. Concerns were raised about potential conflicts of interest due to his role as director of the Festival of Light and his non-residency in the city, as he lives in Newcastle. Council member Hatchett expressed historical concerns regarding the Chamber of Commerce's past interactions with the city. Despite the reservations, the board is advisory, and the council ultimately approved the appointment.
Council Advances Pavilion Project with TSET Grant Funds, Awaiting Funding Solutions
The council considered using TSET Tobacco Settlement Endowment Trust Healthy Incentive Grant Funds for a pavilion in Shannon Springs Park. The grant is for $100,000, intended for a multi-use pavilion serving as a farmers market hub and for community events. Options discussed included a standalone pavilion or covering the existing amphitheater. The Parks and Recreation Board recommended a standalone pavilion. The council discussed the financial implications, as the project cost is estimated between $650,000 and $3 million, and the funds are not currently budgeted. The council voted to approve the staff's motion to work with Freeze and Nichols on the design, allowing time to explore funding options.
Council Approves Engagement Letter for Crawford Associates Amidst Budget Range Discussion
The council discussed the engagement letter for Crawford Associates for fiscal year 27. Council member Hatchett questioned the wide range between $75,000 and $150,000. Finance Director Rich explained that the range accounts for the possibility of multiple audits within the fiscal year due to delays in previous audits, with an average annual audit cost of $75,000. He also clarified that Crawford Associates prepares financial documents for auditors and assists with bank reconciliations, a process the city is looking to bring in-house. The council ultimately voted to approve the engagement letter.
