City Clarifies Role in Regional Planning Amidst Interlocal Agreement Discussions
Councilwoman Nolles raised a point about the jurisdiction and responsibilities related to the regional planning agency and interlocal agreements. She questioned if the city was separating from other municipalities and whether the Hamilton County Planning Department's jurisdiction would change within the city. It was clarified that Lakesite, Ridgedale, and Lookout Mountain would still use the Hamilton County Planning Department, while the city would not be rendering services to unincorporated Hamilton County except in relation to the MPO and federal funds. The financial relationship, particularly the county's contribution to the MPO, remains a key outcome of the interlocal agreement.
City Council Approves Multiple Purchasing Items, Including Employee Assistance Program
The council reviewed and approved several purchasing items. Key among these were agreements for composting services, a renewal of services for wastewater, an increase for an odor control fan purchase, and a new agreement for an employee assistance program and work-life services. The employee assistance program and work-life services agreement, a 4-year contract with an annual limit of $55,000, was awarded to Comsych Employee Assistance as the best proposal. A one-time purchase for consulting services for the mayor's office from PFM Group Consulting was also approved.
City Council Approves Grant for Victim Services and Approves Surveying Services Contract
The city council voted on and approved several items related to public safety, including a resolution authorizing the chief of police to apply for and accept the Office for Victims of Crime (OVC) FY26 Services for Victims of Crimes Grant. This grant, from the U.S. Department of Justice, aims to fund one full-time victim services specialist, provide emergency assistance to crime victims, and support training over a three-year contract period, with an award amount up to $500,000. Additionally, the council approved a resolution authorizing the administrator for the Department of Public Works to award a continuing on-call professional surveying services blanket contract to nine consulting firms for a 4-year term, with an annual amount of $1 million for use by all departments. This includes firms like ASA Engineering and Consulting, Cannon and Canon LLC, and Earthworks LLC.
City Council Seeks Clarity on Interlocal Agreement with Hamilton County Planning
During the discussion on future considerations, Councilman Hull questioned the interlocal agreement with Hamilton County regarding municipal and regional planning services. He sought clarification on why the city cares about the responsibilities of the Hamilton County Planning Department if they are breaking off. It was explained that the agreement defines new jurisdictional and financial responsibilities, and importantly, maintains Hamilton County's responsibility to pay into the MPO (Metropolitan Planning Organization) as the regional planning agency manages the MPO and its related work.
Distillery Name Clarified; Location Confirmed Next to Chattanooga Whiskey
Councilwoman Hill inquired about an alternate version of item F, which pertains to a resolution for a limited partnership for a distillery. The initial resolution mentioned 'natural infusions,' but the operating entity is named DAM Whiskey Corporation. An alternate version was provided to reflect the correct name. Councilwoman Hill confirmed the distillery would be located next door to Chattanooga Whiskey. The applicant confirmed their business name is 'Dam' and explained it relates to their current distillery operation in a 'dam'.
