City Council Considers Roadway Maintenance Agreement for Hill Road to Improve Safety and Development
The council discussed a resolution to authorize the mayor to enter into a roadway maintenance agreement with Fairfield County Commissioners and the County Engineer for portions of Hill Road adjacent to the city. This agreement aims to address challenges arising from overlapping jurisdictions and differing standards due to recent annexations that did not include the centerline of Hill Road. The city would take over maintenance of approximately 2100 feet of roadway, allowing for consistent development standards, speed limits, and improvements. Developers would contribute fees in lieu of improvements, and the city would seek OPWC funds to widen the road to a three-lane section with shoulders, enhancing safety and drainage. The agreement allows the county engineer to terminate at their discretion, reverting maintenance responsibilities back to the county.

The resolution affirms the principles of American liberty and encourages residents, businesses, schools, and organizations to participate in patriotic observances and educational events throughout 2026. It also directs the city administration to coordinate local commemorations, including displays of American flags and readings of the Declaration, to unite the community in gratitude for liberty.

A design guide will accompany the code changes, illustrating suitable flowers and plants and garden setup. The commission is making significant progress on these environmental initiatives.
City Council Approves $548,000 Appropriation Amendment for Capital Projects and Operational Needs
The City Council reviewed and moved forward Ordinance 26-013, which proposes amendments to the 2026 appropriation ordinance (25-029) via amendment number two. The amendments request a total of $548,000 for the General Fund, allocated to various capital outlay and operating expenses including a computer upgrade for the finance director ($3,000), roof replacement at 36 South High Street ($60,000), professional engineering services for construction plan reviews ($173,000), OPWC application for Hill Road ($18,000), engineering services for the railroad underpass ($125,000), Casto right-of-way acquisition for the Winchester Boulevard roundabout project ($262,000), and ground stabilization for McGill Park phase 2 ($50,000). The Greengate TIFF fund requested $60,000 for the Greengate Boulevard extension project, and the Water Fund requested $40,000 for technology replacements at the water plant ($20,000) and hydrant repairs ($20,000). The council voted to waive the second and third readings to immediately fund projects underway.
City Council Denies Car Wash Appeal, Upholds Zoning Denial
City Council heard an appeal regarding the denial of a final development plan for a car wash at 9875 Greengate Boulevard. The staff had denied the plan because a standalone car wash is a prohibited use under the Violet Point overlay district, which was established in 2012. The applicant argued that the Greengate plan district, established in 2001, incorporates the zoning code as it existed in 2001, and a car wash was a permitted or conditionally permitted use at that time. The applicant contended that the Greengate text, not the later overlay district, should control. The council deliberated on the interpretation of the zoning codes and the conflict between the Greengate district and the Violet Point overlay. Ultimately, the council voted to affirm staff's determination, denying the appeal.
