Pickering Rouge Canoe Club Secures Temporary License for Frenchman's Bay Park Amidst Quick Resolution

Council approved a temporary license agreement for the Pickering Rouge Canoe Club to use space at Rotary Frenchman's Bay West Park. Councillor Brenner and Pickles highlighted that this was a quick turnaround to accommodate the club after they lost access to their previous location at the mouth of the Rouge. The agreement is for one season and includes conditions for garbage removal, noise bylaw adherence, safety standards, communication with staff, and insurance requirements. Safeguards are in place to prevent a repeat of previous issues, with no ongoing vehicle access down the multi-use pathway, except for initial setup and end-of-season removal. The accessible kayak and canoe launch will remain publicly accessible. The motion passed unanimously.

Seton Lands Redesignated from Employment to Commercial Use Amidst Job Creation and Marketability Concerns

Council discussed the Seton TFPM Inc. amendment, which redesignates employment lands for other purposes, including commercial uses. Councillor Robinson questioned the number of hectares being redesignated and the projected job losses versus potential job creation. Staff (Catherine Rose, Mr. Jadun) stated they did not have exact hectares or job numbers but noted that commercial uses create jobs and amenities, and that the original employment lands were not marketable. They clarified that no jobs are being displaced as no jobs currently exist there, and that the original Seton plan was provincial. Robinson questioned how this aligns with supporting federal lands as future employment areas, contrasting it with paving over farmland. Staff explained the federal lands are contiguous, large parcels, making them more marketable than the smaller, irregularly shaped lands in Seton. The amendment passed with a 5-1 vote, excluding Councillor Robinson's vote due to her earlier exclusion from the meeting.
