Council Reviews Waste Collection Contract Award to Rumke of Ohio

The council considered a contract for residential waste collection services for 2027-2031, managed through the Solid Waste Authority of Central Ohio (SWACO) consortium. The bid aimed to maintain the current 'status quo' of services. Three respondents submitted bids, all deemed responsible and responsive. The recommended vendor is Rumke of Ohio. The pricing represents an approximately $3.68 monthly increase per resident over current rates, totaling about $44.16 per month, which is still considered approximately 20% below market rates for other entities. The cost difference between the lowest bidder (Rumke) and the second bidder is approximately $0.64 per household per month, equating to nearly $400,000 over the five-year contract period. Discussions included concerns about truck types (front-loaders for recycling potentially causing litter), customer service, and potential anti-competitive practices. Rumke stated their supervisors monitor routes and complaints live via CityWorks integration. The contract includes provisions for picking up spilled materials and penalties for repeated violations. MLK Day trash pickup was also discussed, with a resident concern stemming from 2021 about the holiday observance, which was previously tied to landfill operations via SWACO. The vendor stated they could explore solutions with SWACO regarding MLK Day. The contract will be on the July 6th and July 20th meeting agendas.

Council Approves Playground Replacements at Friendship Park and Ashburnham Park

The council reviewed a resolution authorizing the mayor to enter into an agreement with Play Corps (doing business as Game Time) for the replacement of the Friendship Park Playground. This project marks the fifth playground replacement since 2021, aligning with the park's master plan and capital improvement plan. The project also secured funding through an Ohio Parks and Recreation State Initiative Program partnership, the Gahanna Kiwanis Club, and the Parks and Recreation Foundation. Separately, a resolution was presented authorizing the mayor to enter an agreement with Mid-States Recreation for the replacement of the Ashburnham Park Playground. This neighborhood playground's design was inspired by feedback from surrounding residents and the adjacent nature play area. The new design aims to incorporate more features to encourage imaginative play. Installation for both playgrounds is anticipated for the fall, dependent on equipment delivery and weather conditions. The Ashburnham playground will use an engineered wood fiber surface, allowing for more flexibility with weather compared to Friendship Park's poured-in-place surface. Both items were also scheduled for the consent agenda on July 6th.

Discussions included the 'but for' justification for the incentive, job creation estimates (0.5 full-time employees per thousand square feet), and projected average wages ($55,000 annually, above average). A key point of discussion was the process for assigning the agreement, particularly in the event of a sale of the building, with consensus leaning towards requiring council approval for arm's-length transactions to ensure transparency. The project is valued at $4.9 million in new construction and aligns with city economic development goals for infill development and maximizing land value. The proposed terms include a 75% abatement for 10 years with a two-year ramp-up period for minimum payroll.
