City Approves Additional Funding for Austin Street Project Design Amidst Unforeseen Challenges
The City Council approved an increase to the Master Service Agreement (MSA) with Half and Associates by $176,163.60, bringing the total to $996,481.87. This increase is for completing the design and bid-phase services for the Austin Street project and includes survey and design fees for the FM 2770 and Main Street project. The additional costs stem from unforeseen complexities in drainage design, utility coordination with PEC, design clarifications regarding the road's reverse crown, driveway impacts due to public input, and extensive coordination with property owners and TDS. Council members acknowledged the necessity of these additional funds due to unforeseen challenges and the value of thorough design work.
City Council Adjusts Funding for Major Road Projects Amidst Cost Overruns
The City Council reviewed the financial status of three major transportation projects: West Goforth Road, Austin Street, and Old Black Colony Road, which are part of the 2021 bond. Current cost estimates exceed available funding, with West Goforth Road facing a $5.4 million shortfall, Austin Street a $4.3 million shortfall, and Old Black Colony Road a $3 million shortfall. A total Proposition A shortfall of $7 million was identified. To address this, staff recommended a phased approach for West Goforth Road, completing only a portion of it from South Loop 4 to Bonita Vista, and proceeding with the full reconstruction of Austin Street and Old Black Colony Road. The I-35 to Old San Antonio Road Connector project was recommended for removal from Proposition A due to unresolved easement issues with HEB, allowing its funding to be reallocated to other Proposition A projects. The council approved proceeding with Austin Street and Old Black Colony Road as presented, and a phased approach for West Goforth Road.
Garrison Park Development Project Receives Funding Increase for Construction Phase Services
The City Council approved an amendment to the Master Service Agreement (MSA) with Tenike Landscape Architects Incorporated, increasing it by $309,060.63 to $1,754,069.63. This increase is for construction phase services for the Garrison Memorial Park Development project. The additional funds are attributed to design of overflow parking, interpretive signage with artistic work, environmental studies and permitting required by the Texas Parks and Wildlife Grant, and additional design for a recently acquired 4.5-acre site. The increase represents less than 3% of the construction budget and is considered standard for projects with unique design elements and specialty needs.
City Selects Core Construction for Public Works Facility Expansion Using CMAR Method
The City Council approved a contract with Core Construction Services of Texas LLC for the Public Works and Parks Facility Expansion project using a Construction Manager at Risk (CMAR) delivery method. Core Construction Services was selected from eight proposals based on a scoring system, receiving the highest score of 92.12. The contract includes $30,000 for pre-construction services and a construction management fee of up to 4.25%. The CMAR approach allows for earlier contractor involvement in the design process, cost estimation, and potential schedule acceleration, fostering collaboration between the city, design team, and contractor. The council also approved increases to Master Service Agreements with Half and Associates for Austin Street design services and Tenike Landscape Architects Incorporated for Garrison Park construction phase services, as well as the City Park Playground Replacement project.

The City Council approved Option 1 for the City Park Playground Replacement Capital Project, which includes new playground equipment, safety surfacing, shade structures, and inclusive play elements, at a cost not to exceed $825,900 plus a 5% bond amount. Option 1 was favored over options that included a zip line due to concerns about cost, maintenance, and potential safety issues with limited usage. The project will replace aging infrastructure, enhance accessibility, and improve the overall quality of life for families and park visitors. Construction is expected to begin after the splash pad closes for the season and will take approximately nine weeks, with completion anticipated in the fall. Council members expressed strong support for Option 1, prioritizing safety, inclusivity, and long-term value.
