City Council Approves Budgets for Appraisal District and Water/Wastewater Operations
The City Council approved the proposed fiscal year 2026-2027 budget for the Caldwell County Appraisal District and the Guadalupe Blanco River Authority (GBRA) for the Lockhart Water and Wastewater Treatment Plants. The Appraisal District's budget includes personnel cost adjustments, data processing changes, and increased legal services due to litigation trends. GBRA's budget proposes a slight increase for wastewater operations and a more significant increase for water operations, primarily due to rising power and chemical costs, along with planned maintenance for pumps and raw water lines.
City Council Approves New Regulations for Data Centers and Cryptocurrency Mining Facilities
The City Council considered a zoning text amendment (Ordinance 2026-24) to regulate data centers and cryptocurrency mining facilities. The amendment defines these uses, restricts them to the Industrial Heavy District, and requires a Special Use Permit (SUP). It also prohibits them in the flood hazard district. The Planning and Zoning Commission recommended allowing these uses only in Industrial Heavy zones and removing them from Industrial Light zones, researching further performance standards, and clarifying the definition of 'telecommunications' to exclude data centers. The council ultimately approved the ordinance with a 7-0 vote.
Sea Willow Development PDD Amendment Approved Despite Setback and Garage Concerns
The City Council considered a rezoning request (CZ 26-04) and a Planned Development District (PDD) amendment (PDD 26-02) for the Sea Willow development, affecting approximately 89.775 acres at 2400 FM 1322. The developer requested modifications to allow for roof eaves encroachment into side setbacks and garage projection beyond the front facade. The council ultimately approved the PDD amendment with a 5-2 vote, allowing these modifications, despite Planning and Zoning Commission recommendations for denial on eave encroachment and limitations on garage projection. This decision has implications for housing diversity, development standards, and the financing of related infrastructure like the middle school road and lift station.
Republic Services Awarded Solid Waste Contract; New Rates Approved
The City Council discussed and approved the awarding of a solid waste and recycling collection services contract to Republic Services of Texas Limited, DBA Central Texas Refuse. The new seven-year contract, with options for renewal up to ten years, includes universal recycling services, monthly brush and bulky item pickup, new 96-gallon carts citywide, and a "Track My Truck" app for customer service. The associated solid waste rates for residential and commercial customers were also discussed and approved, with residential rates increasing to $23.56 and a senior rate of $18.50, effective August 1st for billing.
