First Bank Selected for $450,000 General Obligation Note at 4.38%
The board considered and approved a $450,000 general obligation note series 2026. Following a competitive bidding process, First Bank submitted the lowest bid at 4.38% interest for a five-year term. Other bids were received from Trust Mart (4.62%), Pike National (4.8%), Bank of Franklin, and People's Bank (5.72%). The board accepted the recommendation to move forward with First Bank.
Telecommunication Line Damage Causes Sewer Backup; City Pursues Repair Costs
The board addressed a sewer issue reported in the North Jackson West Court Street area. Sun Coast investigated and discovered a telecommunication line had been bored through the sewer line, causing debris and sediment buildup. Approximately 8 cubic yards of material were removed. Efforts are underway to identify the responsible telecommunication company to arrange for repairs, with the aim of recovering costs from them.

Nathan Willingham of Slaughter and Willingham presented an update on the comprehensive plan update process for Brook Haven. The presentation detailed the four statutory requirements: goals and objectives, land use plan, transportation plan, and community facilities plan. Willingham emphasized the importance of public engagement in shaping the plan, highlighting a community-first approach and the need for transparency and accountability. He introduced the planning team and outlined the project timeline, which includes a community survey, website rollout, stakeholder meetings, and public meetings. The current stage is visioning, leading to a draft plan by December.
Brook Haven Approves Drainage Repair, Seeks Bids for Fire Station Renovations
The board reviewed bids for drainage work on Brook Haven Street and recommended accepting the lower bid from Greenbryer Digging Services for $74,760. The repair involves addressing eroding inlets next to the fire station. Additionally, the board granted permission to advertise for bids for renovations to the fire station to accommodate a new truck.

The City of Brook Haven is undertaking a comprehensive plan update, with Slaughter and Willingham leading the process.
