City Council Reviews 2026 Budget with 5.09% General Fund Increase

The general fund is budgeted at approximately $15.5 million, an increase of 5.09% from the previous year's budgeted amount of $14.7 million. The total budget for all funds is projected to be around $47 million, a 5.37% increase from the prior year's $45 million. A significant portion, $10.7 million, is allocated to capital projects, with over $7 million designated for the pool project. The increase is largely attributed to a citywide 5% wage increase for employees.
City Council Approves New Electric Aggregation Rate for 48 Months
The council discussed the electric aggregate program, with the term for the current contract nearing its end. To capitalize on favorable rates amidst energy market volatility, the city plans to secure a new rate of 8.128 cents per kilowatt hour for 48 months. This rate, while an increase from the current one, remains below the standard choice offer from AES. The program is described as a safety net, allowing consumers to opt out if they find better rates independently.
Council Endorses Logan County Co-op for Electric Service in Overlapping Territories
The council considered a resolution supporting the Logan County Co-op in providing electric and energy services to specific properties on Burn Avenue, Michigan Street, Lake Avenue, and Lello Road. This support is necessary because these areas fall within overlapping territories between the Co-op and AES, and a developer has requested Co-op service for the area. The council's endorsement of this request is being sought.
Council Members Confirm City Email Usage and Setup
During the meeting, a discussion took place regarding the use of city email for council members. The question was raised whether all members were set up and comfortable using their assigned city email addresses. Council member Ly confirmed his email setup was complete.
New Parks Superintendent Updates on Pool, Harman Field, and Oakland Square Projects; Pool Season Announced

The Hoffman pool will have an abbreviated season, opening May 23rd and closing August 1st, with discounted season passes and a reciprocal agreement with the YMCA for August.
