Bel Air Council Approves Certificates of Obligation for Public Works Facility and General Obligation Bonds for Water/Wastewater Projects
The City Council approved an ordinance authorizing the publication of a notice of intention to issue certificates of obligation totaling $8.7 million for the Public Works facility. This facility will house various departments, including Public Works, Police impound lot, and Parks Department divisions. Funding will be split 60% from the enterprise fund (utility rates) and 40% from the general fund (property tax). The council also approved direction to proceed with the sale of $12.5 million in general obligation bonds (Series 2026) for water and wastewater improvements, including refunding prior work orders, decommissioning the wastewater treatment plant, and funding various FY27 capital projects. This bond issuance will be funded by the enterprise fund and utility rates, not directly impacting the tax rate at this time.
