The Building Official position was highlighted as the top priority due to reliance on third-party services (SafeBuild) and the need for in-house expertise to streamline processes and enhance customer service.
Primrose Master Plan Amended to Allow Land Use for Manville Crossing Detention
The City Council discussed Agenda Item #2, the Primrose Master Plan amendment, which involves excluding approximately 10 acres from the existing residential development plan to be used as off-site detention for the Manville Crossing project. The land remains within the city's Extra-Territorial Jurisdiction (ETJ). Staff and the Planning Development and Zoning Commission (PDNZ) recommended conditional approval, with PDNZ adding a condition regarding pipeline setback requirements for Manville Crossing. The council approved the amendment (6-0 vote), with Councilwoman Roby Robinson expressing concerns about the conventional site plan and lack of community amenities, which Ashley Wagner (engineer for Manville Crossing) stated could still be changed.
City Council Approves First Reading of Ordinance Establishing Sign Plaza Program
During the council meeting, discussion revolved around the adoption of Ordinance 2026-0-18, concerning a sign plaza program. Bobby explained that the ordinance amends the sign ordinance to permit these plazas, establishing a program with specific guidelines for application, installation, content, and maintenance. A license agreement, rather than a traditional permit, would be entered into by the city and the successful applicant, with Dan having the authority to sign these agreements and approve locations. The program aims to reduce clutter from homebuilder signs, consolidate them onto plazas, and potentially generate revenue for the city. The revenue model was discussed, with an initial proposal of $10 per sign face, which the council suggested could be negotiated by the City Manager based on market conditions. The ordinance was approved in its first reading (6-0 vote).
City Prepares for Heavy Rainfall, Urges Residents to Report Drainage Issues Online
City Manager Dan provided an update on the city's preparations for expected heavy rainfall over the next 48 hours. He emphasized that Manville is relatively flat, with limited drainage avenues through Chocolate Bayou and Mustang Bayou. He urged residents to utilize the city's new website (www.cyofmanville.com) and its 'report a concern' feature to report issues like clogged ditches, plugged culverts, or storm sewer inlets. This would initiate work orders for the appropriate departments. He also mentioned upcoming events: the bid opening for sidewalk projects, a ribbon-cutting for the public works facility, City Hall closure for Juneteenth, a special meeting to award the sidewalk contract, an annual BRA water customer meeting, and a quarterly meeting with ESD3. Additionally, he announced a tree-planting event on July 4th at Buddy Williams Park, supported by RISE Development and other community partners.
Manville Crossing Master Plan Rejected Amidst Concerns Over Design and Amenities
The City Council discussed Agenda Item #3, the Manville Crossing Master Plan, which involves the rezoning of land related to Primrose Master Plan to exclude approximately 10 acres for use as off-site detention. Councilmember Albert inquired about the Kirby Drive section and its development, while Councilwoman Roby Robinson expressed disappointment with the conventional site plan, lack of community-focused amenities, and the inclusion of multiple similar businesses like grocery stores. Ashley Wagner, engineer for Manville Crossing, stated the site plan is preliminary and subject to change. Council discussed the process for adding conditions to the approval, noting that this was the last time the development would come before the council for this stage. Ultimately, Councilwoman Roby Robinson's motion to approve failed in a 2-4 vote, indicating significant reservations about the current master plan, particularly regarding its conventional design and lack of desired amenities. The council asked for feedback to be passed to the developer.
