City to Pursue Additional Federal Tax Credits for CNG Transit Fuel
The city council considered a resolution authorizing an amendment to resolution number 24337 to apply for available federal tax credits for the municipal transit use of compressed natural gas (CNG) fuel. This amendment allows Trans Tax Advisors to pursue additional tax credits for CNG fuels used from 2016 through June 2020, which could result in an estimated reimbursement of up to $468,000. The credits are available through the Inflation Reduction Act and may provide up to 50 cents per gallon of alternative fuel. Trans Tax Advisors will be compensated with 25% of any refunds received. The city will incur no cost if the applications are unsuccessful. The administration recommended approval.
Water Treatment Plant to Receive New 20,000-Gallon Fuel Tank for Enhanced Generator Reliability
The City Council authorized the purchase of a new 20,000-gallon fuel tank and related equipment from Mustang Cat for $139,000 for the Pine Street Surface Water Treatment Plant. This is part of a project to improve generator reliability by replacing an old generator and installing the tank, which will allow for a minimum of 4 days of continuous generator operation during power outages. Funding comes from water revenue bonds.
Street Rehabilitation Phase Six Contract Increased by $232,265 Due to Site Conditions
The City Council approved change order number two for the street rehabilitation citywide phase six project, increasing the contract by $232,265 and adding 30 calendar days. This is due to unforeseen pavement conditions on Willis Lane, San Carlos Street, San Diego Street, and Milam Street, requiring expanded scope including full shoulder mixing and additional base repairs. The total contract amount is now $2,122,789.73. The discussion included an overview of the city's multi-phase street rehabilitation efforts and funding.
LZ Services LLC Awarded Contract for Prison Ground Storage Tank Foundation and Fuel Tank Installation
The City Council awarded a contract to LZ Services LLC for the Prison Ground Storage Tank day tank slab rebid project. The contract includes constructing a concrete foundation for a fuel tank and installing the tank to support generator operations at the city's prison tank site. LZ Services LLC, the second lowest bidder, was selected as the lowest responsive and responsible bidder for $87,000. The engineer's estimate was $162,000. The project includes 90 calendar days for completion and is funded through water revenue bonds. Staff and water utilities department concur with the recommendation. Council members discussed the process for selecting qualified bidders.
