Clean Coast Texas Program Offers Green Infrastructure Solutions for Water Quality and Flooding

Scott Jones, community outreach specialist for Green Infrastructure for Texas, presented on the Clean Coast Texas program, a Texas General Land Office initiative. The program aims to help cities and counties in the Texas coastal zone address water quality, flooding, wildlife habitat, and quality of life issues through green infrastructure. They offer technical assistance, grant writing support, and help implement best management practices such as stormwater wetlands and floating wetlands. Jones highlighted how green infrastructure mimics nature to slow, spread, and soak in rainwater, thereby reducing pollution and mitigating flooding. Examples of projects include permeable pavers, rain gardens, and stormwater cisterns. The program works with partners like Texas A&M AgriLife Extension and Texas State University to provide education and citizen monitoring. La Porte is being considered for a Memorandum of Understanding (MOU) to formalize collaboration.

Ordinance 2026-5045 Approved: Expands Permitted Uses within Avera SCUP Reserve 3

The City Council held a public hearing and approved Ordinance 2026-5045, amending the code of ordinances by granting Special Conditional Use Permit (SCUP) 2026-0002. This amendment modifies SCUP 2025-0017, previously adopted under Ordinance 2025-4085 on June 23, 2025. The purpose is to add specific NAICS codes (8134, 81391, 81392, 81393, 81394, 813990) as permitted uses within Reserve 3 of the Avera SCUP. This reserve, located at 11921 West Fairmont Parkway, is approximately 72 acres. The applicant, the longshoreman's union, intends to use a portion for a hiring hall and union hall. The ordinance also makes findings of fact regarding compliance with the Open Meetings Act and sets an effective date.

Council Approves SCUP for Single-Family Home on McCabe Road Property

The City Council held a public hearing and approved a Special Conditional Use Permit (SCUP) for a single-family detached home on a portion of a 12-acre tract of land located at 0 McCabe Road. This property is zoned Planned Unit Development (PUD). The request, SCUP 2026-0003, is to develop a single-family home on approximately 6.8 acres, moving the proposed location from the northeast to the northwest corner of the property. The applicant, Michael Stone, is seeking this amendment as he plans to sell the eastern five acres. The Planning and Zoning Commission recommended approval with a 7-0 vote on May 21, 2026. Concerns were raised about the condition of existing buildings on the property and the preservation of trees. The applicant stated a desire to retain trees and build a home on the retained acreage.

City Council Approves Amendment to Avera SCUP for Union Hall Development

The City Council considered an amendment to a special conditional use permit (SCUP) for Reserve 3 of the Avera SCUP, located at 11921 West Fairmont Parkway. The amendment, Ordinance 2026-5045, seeks to add six NAICS codes to allow for civic and social organizations, business associations, professional organizations, labor unions, political organizations, and other similar organizations. The applicant, the longshoreman's union, intends to build a hiring hall and union hall on approximately 60 acres of the 72-acre reserve. Staff and the Planning and Zoning Commission recommended approval of the amendment, with the condition that all previous SCUP regulations remain in effect. The public hearing included speakers in favor and opposition.
