Baytown Fire Training Center Update: Focus on Core Training, Future Phases Considered

Chief Dobson provided an update on the Baytown Fire Training Center, detailing its history, current status, usage, revenue, and future phases. The original strategic master plan from 2009 envisioned two phases for full build-out, including a marine fire rescue prop and a shipboard firefighting prop, which were not fully realized. Over the years, three phases have been completed, including a two-story burn building, a rescue tower, and a classroom building with offices. Challenges have been encountered, notably with the industrial prop's underground fuel lines, which have been inoperable for years, with repair costs estimated between $500,000 and $1 million for above-ground solutions. The facility is primarily used by the Baytown Fire Department (65% of scheduled training), with the remaining 35% used by other agencies, including fire departments, San Jacinto College, and private companies. Revenue generated is approximately $50,000 annually, which is less than projected in the original plan, and the facility is not expected to be a significant revenue generator. Future phases, such as a potential Phase Four, include a multi-purpose building with showers and locker rooms, a search maze, and a multi-purpose space for training during inclement weather. Recommendations include focusing on upgrading high-use props like the two-story burn building and classrooms, and deferring significant investment in the industrial prop until its operational and maintenance costs, including staffing, can be fully addressed, potentially through industry partnerships. Council members expressed interest in the facility's purpose as a training ground rather than an economic driver, and discussed the potential for collaboration with other departments and industry partners.
