Nestler Family Aquatic Center Pool to Undergo Replastering Project
The city authorized engaging Landmark Aquatics by board contract number 801-26 to complete the replaster project at the Nestler Family Aquatic Center. The project includes replastering the main pool area and the slide, as well as addressing cracking on the island area. Supplies are to be ordered for work to commence in September when the pool is scheduled to close for maintenance.
City Recognizes Service Milestones and Promotes Firefighter
The city celebrated service awards for employees completing 10 and 15 years of service. Pastor Matthew Walker was recognized for his continuous service in leading invocations. A proclamation was read declaring June as Alzheimer's Month and Brain Health Awareness Month, with Barbara White sharing her personal experience and inviting participation in the Walk for Alzheimer's. Firefighter Troy Wilson was promoted to the rank of Engineer in the Texas City Fire Department.
Consent Agenda Approved with Clarification on Police Chief Appointment Item
During the consent agenda discussion, Commissioner Delgado expressed concerns about the wording of item D, 'Confirming the Mayor's appointment of interim chief of police and authorizing the Mayor to negotiate and enter into an employment agreement.' He felt the wording was ambiguous and could be interpreted as authorizing a permanent agreement. After discussion and clarification that the language in the posted agenda was the concern, and that a subsequent attachment clarified the interim nature, the item was approved as written. Items A, B, C, F, and G of the consent agenda were approved, while item E was tabled due to a need for an ordinance instead of a resolution.
City Reviews Quarterly Investment Report Amidst Commissioner's Questions
The quarterly investment report for the period ending March 31, 2026, was presented. The city has contracted with Hilltop Securities Asset Management for investment advisory services. The report details portfolio overview, including book and market values, accrued interest, yield to maturity, and asset allocation. A commissioner raised concerns about the large portion of the portfolio in a government investment pool and requested more information on its holdings.
Wastewater System Report Highlights Infrastructure, Improvements, and Future Planning
A report on the wastewater and sewer system was presented, detailing the capacity, average daily flow, infrastructure, and recent improvements. The wastewater treatment plant is permitted for 12.4 million gallons per day and averages 5.9 million gallons. The system includes nearly 250 miles of gravity sewer mains and 45 miles of force mains, with 4200 manholes and 52 lift stations. Recent projects include replacing discharge piping at stations 10 and 30, odor control at lift station 30, and complete rebuilds of stations 7 and 15. Improvements to the plant include work on the chlorine building and replacement of equipment like the belt press and polymer feed system. Future plans include Phase 25 of line replacements, budgeted at $1.5 million. The department also acquired four trailer-mounted generators for emergency power. The discussion also touched upon maintenance planning software, SCADA systems, spare parts inventory, and staffing levels in relation to city expansion.
