Lamar City Council Discusses Forensic Audit Delays and Transparency Concerns

Council Member Lowry expressed frustration regarding the slow pace and perceived lack of transparency in the forensic audit process. He highlighted that taxpayers have been requesting the audit for five years and that the current process, involving 15 distinct items, is moving too slowly. He advocated for taxpayer representation on the finance committee and a hard deadline for the audit's completion. City staff, specifically Worth Ferguson, clarified that the delay is due to the complexity of preparing the request for proposals for the 15 items and the time required for bidding and evaluation, projecting a start date in October 2026. Concerns were also raised about potential waste, fraud, and abuse, with some instances identified and reported to law enforcement as active cases, which cannot be discussed further. The finance committee's recommendations, including the four initial items, were adopted by the council, and the expansion to 15 items was a result of council's decision based on taxpayer input. The process requires detailed specifications for each item to ensure accurate bids, which takes time.

Lamar City Council Considers IRS Fine and Abatement Process for Reporting Lapses

The council addressed IRS reporting issues for fiscal years 2020-2025, involving a potential fine of approximately $120,000 plus daily interest. Mr. Ferguson, from the finance department, explained that the fines are for failing to file specific forms related to taxes paid, not for unpaid taxes. He met with the IRS to clarify the issue and discovered that the fines stemmed from reporting that was not submitted. While the city has now submitted all missing forms, the IRS is formally requesting payment of the fine. The finance department is preparing an abatement request to ask the IRS to reduce the fine to zero, citing it as a first-time issue for the city and mentioning potential disagreements with the IRS's interpretation of some forms. Council members debated whether to pay the fine immediately or wait for the abatement outcome, with advice suggesting that paying upfront might reduce the chances of a full refund. A reporting tracker is being established in the finance department to prevent future issues. The decision rests with the council regarding their risk tolerance and whether to pay the fine or pursue abatement.

Lamar Considers Accepting 45 Veteran Parking Signs from Honor Local Vets Nonprofit

The city is seeking to accept 45 "veteran parking" signs from the nonprofit organization "Honor Local Vets." These signs have been adopted in other municipalities, such as Santa Fe, Hitchcock, Dickinson, and Friendswood. Lamar is being considered as the next city in Galveston County to implement this initiative. The council would accept the signs, and the city council, in coordination with the city manager's staff, would determine their distribution and installation. The signs are intended to be honorary, and it's unclear if other municipalities have amended their ordinances to make them enforceable. The organization is also looking for a new sponsor for the bottom portion of the signs, as ACU is no longer a sponsor. They are also hosting a golf tournament on July 1st at Bayou, offering free hole sponsorships to veteran-owned businesses.
