Village Board Approves Pilot Program for Downtown Social District
The Village Board discussed the creation of a Social District Pilot Program for the downtown area, allowing for the open consumption of alcoholic beverages within designated boundaries between 5:00 PM and 9:00 PM, Thursday through Saturday, from August through October 2nd. The program aims to enhance the downtown experience, support local businesses, and increase pedestrian activity. Staff presented survey results showing that 75% of eligible liquor license holders support the program, with the majority believing it would positively impact their business. Key concerns raised by staff and trustees included litter, public intoxication, enforcement challenges, underage drinking, and the environmental impact of disposable cups. The program would require businesses to sell responsibly, use designated cups with specific labels, and potentially wristbands for age verification. Police presence would be maintained, and efforts would be made to prevent alcohol from leaving the district boundaries. The Board voted 7-2 to direct staff to draft ordinances for a pilot program, excluding reusable cups for the initial phase due to logistical challenges.
Greater Good Thrift Store Approved for Land Use Variation on East Rand Road
The Village Board approved a land use variation for Greater Good, a reuse organization and alternative thrift shop, to operate at 935 East Rand Road. The organization focuses on saving creative supplies from landfills and offers creative workshops and community gathering spaces. They have operated in Arlington Heights for two years and are relocating to a space zoned B-1, where secondhand stores are not typically permitted. The organization aims to produce less waste and distribute usable supplies to other nonprofits. Staff noted that the B-1 district has previously granted similar variations for other secondhand stores, such as Salvation Army and Habitat for Humanity ReStore. The Plan Commission unanimously recommended approval with two conditions: the variation cannot be transferred to another user, and the operation must comply with all codes. The Board voted unanimously to adopt the ordinance granting the variation, allowing Greater Good to operate as a secondhand store.
John Hersey High School Approved for New Video Scoreboard
The Village Board considered a sign variation request for John Hersey High School to install a new scoreboard at 1900 East Thomas Street. The proposed scoreboard is a larger video board, measuring 528.3 square feet and 31 feet tall, replacing an older, smaller scoreboard. This variation is needed as scoreboards are not normally permitted and off-site sponsor advertisement on the scoreboard is also requested. The school plans to use the video board for varsity athletics, CTE curriculum, student-led programming, and sponsor recognition. The Design Commission unanimously recommended approval with several conditions, including limiting video board use to varsity athletics, turning it off by 10:00 PM or after events, displaying only sponsored content, ensuring no sound from the scoreboard, and enclosing the back for aesthetic purposes. The petitioner agreed to all conditions. The Board voted unanimously to approve the sign variation.
Metropolis Ballroom Approved for Sign Variation, Four Banners Allowed
The Village Board considered a sign variation request for Metropolis Ballroom, located at 6 S. Vail Avenue. The petitioner, DiDi, owner of Metropolis Ballroom, sought permission for two flag signs on the building's walls and a retractable awning with signage. The proposal aims to improve street visibility for the second-floor venue, which is often mistaken for adjacent businesses. The Design Commission had previously approved retractable awnings and a change in first-floor canopy fabric color to blue. For the wall-mounted banner signs, the petitioner initially requested six, but staff and the Design Commission recommended approving four banners to avoid visual clutter. The Board engaged in extensive discussion regarding the number of banners, the potential for changing sign designs, and the visual impact of the signs, especially considering seasonal foliage. Ultimately, the Board voted to approve a sign variation for four banners, rejecting an amendment to allow six.
Metropolis Ballroom Signage Approved: Four Banners Granted
The Village Board considered a sign variation for Metropolis Ballroom, located at 6 S. Vail Avenue, to install two wall-mounted banner signs and a retractable awning to improve visibility. The petitioner, DiDi, explained that the second-floor venue is often overlooked. The Design Commission had approved awnings and canopy fabric changes but recommended approving only four of the six requested banner signs due to visual clutter. The Board debated the number of banners, with some trustees favoring four and others advocating for the originally requested six. Ultimately, the Board voted 7-2 to approve the variation for four banners, rejecting an amendment for six. The final ordinance will be presented on July 6th.
