Carol Stockton reported ongoing issues at 1215 South Long Boulevard concerning a tree with roots impacting sewage lines, causing sewage problems on her property. She has been addressing this issue for three years and submitted documentation, including recent in-camera viewing footage of the roots. The tree's limb has also pitched the sidewalk, creating a potential hazard for which she fears liability. She noted that the adjacent property was torn down, leading to abatement issues. Stockton has paid for sewage issues since 2017 and seeks a resolution, as she cannot cut the tree's limbs or roots due to it not being her property. She mentioned a previous interaction with Lamont Collins regarding submitted video evidence.
Council Considers Ordinance to Change Mayor and Council Compensation Structure
The council is considering an ordinance (2026-013) to repeal and replace Article 1, Chapter 47, concerning mayor and council compensation. The change proposed is to shift from a lump sum payment to a per-meeting payment structure, where compensation is based on physical attendance. Excused absences will still be paid, but unexcused absences will result in non-payment for both council members and the mayor.
Police Department Reports May Activity; Highlights De-escalation Success and Domestic Violence Resources
The Police Department reported nine criminal arrests, 14 non-traffic citations, 74 traffic tickets, and 97 parking tickets issued in May. The Chief highlighted a recent incident where Officers NZ and Donnie Bees responded to a 'person with a gun' call. They successfully de-escalated the situation, retrieving a firearm with an obliterated serial number that was stolen from Philadelphia, and took the individual into custody without firing shots. The Chief also noted the department's collaboration with the Delaware County Abuse Project (DAP) for lethality training for officers to better serve individuals in need, including males experiencing abuse. The high number of domestic situations was mentioned, and the department's efforts to provide help through DAP were emphasized.

West Cobbs Creek Parkway Project Moves Forward with Increased PENDOT Funding
The West Cobbs Creek Parkway project is moving forward with the award of a bid to Marino Corporation for $978,924.40. This project is part of a TA set-aside with PENDOT, which initially granted $955,000. PENDOT has now agreed to cover additional costs beyond the initial grant, including Marino's bid, approximately $120,000 for construction inspection, and $10,000 for incurred costs. This brings the total grant amount to $1,112,000. Two motions are before the council: one to award the bid to Marino Corporation and another to approve the revised reimbursement agreement with PENDOT.
