Windham Select Board Amends Recreation Department SOPs Following Treasurer's Authority Concerns

Bob Cool, a citizen and deputy town treasurer, raised concerns about the Recreation Department's Standard Operating Procedures (SOPs), specifically regarding the submission of revenue. He pointed out that Section C, Responsibility 3, states the Recreation Director must submit all revenue to the finance office by the end of the next business day. Cool argued this bypasses the town treasurer's authority as outlined in RSA 41, colon 6 and 41, colon 9, which mandates immediate submission of all sums received to the treasurer. Michael Branley, Town Administrator, clarified that RSA 37 does not apply as Wyndham has not adopted a town manager statute and that the treasurer has delegated deposit authority to finance department staff under RSA 41, colon 29, section 6. Cool questioned if this delegation was to the position or the person. The board amended the SOP to state that revenue is submitted to the town treasurer unless delegated to finance office employees by RSA, passing the amendment and the overall SOP. [cite: 750-830]

Windham Select Board Approves Personnel Actions and Legal Proceedings

Resignation from Library Trustees; Board Agrees to Follow Trustee Recommendation for Replacement
