Key advantages highlighted include potential greater accuracy, faster completion, consistency, cost savings, and searchable records. The current manual process of hiring recording secretaries costs the town approximately $13,250 annually. Govably's proposal involves a one-time $5,000 setup fee and a $7,500 annual fee, representing a significant cost saving. The board acknowledged the need for human review of AI-generated minutes and discussed different levels of detail (verbatim, middle ground, brief). The motion to adopt Govably passed with a 3-0-0 vote.
Pelham's 250th Anniversary Dinner Details Shared, Set for September 12th
The board received an update on the 250th-anniversary dinner event, scheduled for September 12th. The event will feature a roast beef and haddock buffet, a cash bar, and entertainment by a band yet to be secured. Tickets will be available for purchase through the selectman's office and Parks and Recreation, with funds transferred to an expendable trust. The event is funded by donations and ticket sales, not taxpayer money. A budget has been set, and 300 tickets are planned for sale. Publicity will include posters and information on the Parks and Rec website. A wristband system will be used for entry control.
Pelham Considers Renaming Historical Society Building to 'Pelham Historical Museum'
The Select Board discussed the renaming of the former Fulminor Library building, currently used by the Pelham Historical Society. The proposal, brought forward by Selectman Takeitian and supported by Selectman Rourke and Selectman Tikijan, aims to officially designate the building's name to better reflect its current use as a museum displaying town artifacts. Suggestions for the name included 'Pelham Historicum Museum,' 'Pelham Museum of History,' 'Pelham History Museum,' and 'Pelham Historical Museum.' After discussion, 'Pelham Historical Museum' was favored. The board decided to consider this the first public meeting on the matter, with a formal vote to be taken at the next meeting on July 7th, following a required second public meeting.
Pelham's Community Power Program Offers Significant Savings Amidst Liberty Rate Hikes
The board discussed changes in electricity rates from Liberty, the local power utility. Liberty had initially requested an increase from approximately 10-11 cents to 21 cents per kilowatt hour. However, the Public Utility Commission (PUC) approved an increase to 15.8 cents per kilowatt hour. In contrast, Pelham's Community Power Program offers energy at 11 cents per kilowatt hour for six months. This rate difference translates to significant savings for residents enrolled in the Community Power Program, estimated at $48 per month for an average household using 1,000 kWh. The increase in Liberty's rates is partly attributed to the utility selling energy below cost in the past, creating a debt that now needs to be recouped. Residents can opt in or out of the Community Power Program at any time.
Pelham Develops Stormwater Asset Management Program with State Grant
Christine Binger from Verdantis presented an overview of the Asset Management Grant, which has been ongoing for about a year and a half, focusing on the town of Pelham's stormwater asset management program. The grant, provided by the New Hampshire Department of Environmental Services (DES), facilitated the development of a manual and a program to manage the town's stormwater system assets, including catch basins, piping, and swales. A key component is the implementation of the Civic Plus Beehive software to create a centralized database for tracking infrastructure, maintenance, and problems, aiming to improve data management, minimize information loss, and enable proactive maintenance and planning. The project involved various stakeholders, including town departments and the NH DES, and included a level of service workshop to gather community feedback. The program is designed to help Pelham comply with its MS4 permit requirements and supports budgeting, grants, and capital planning.
