Lawrence Committee Recommends Declaring July 16, 2026, as YDO Day to Honor 20 Years of Youth Service

Handicap Parking Requests for Bennington, Tom Brady, and Winthrop Streets to be Reviewed by Police and DPW
The committee addressed multiple requests for handicap parking. These included: 37 Bennington Street (Item 277-26), 42 Tom Brady Street (Item 278-26), and 35-37 Winthrop Street (Item 279-26). A separate resident parking request for 15 Bomkin Street (Item 230-26) was withdrawn. Lawrence Personnel Department Proposed to be Renamed Office of Human Resources and Labor Relations

The presenter, Cara Garcia, explained that the term 'personnel' is outdated, stemming from early 1900s military language, and does not accurately reflect the modern functions of supporting employees, managing relations, ensuring compliance, and fostering organizational growth. Several other Massachusetts cities, including Springfield, Worcester, Cambridge, and Lowell, have already made similar name changes. This rebranding aims to signify that Lawrence values its workforce as its greatest asset. The item was moved forward with a favorable recommendation, pending final language verification from the City Attorney.
Lawrence Proposes Creation of Deputy Director of Human Resources Position to Manage Growing Workforce Needs
Carol Garcia, Personnel Director, presented a proposal for the creation of a new position: Deputy Director of Human Resources. She explained that her department, currently with three (or four including a benefits coordinator) staff members, is responsible for managing the needs of 593 employees (up to 700 during election cycles) across 10 departments and over 10 unions. This includes handling workers' compensation, FMLA, grievances, benefits, hiring, civil service, promotions, and training. Garcia highlighted that communities like Springfield and Methuen have invested in their HR teams due to similar challenges. The addition of a Deputy Director is requested to better manage the workload and serve the city's employees. The proposal was moved forward with a favorable recommendation to the full council, pending review by the City Attorney.
Haverhill and Amesbury Street Intersection Proposed to be Named Anthony DeFronzo Square
The committee discussed item 271-26, a proposal to name the intersection of Haverhill and Amesbury Street as Anthony DeFronzo Square. Mark DeFronzo, son of Anthony DeFronzo, presented the request, detailing his father's 86 years of life, many of which were dedicated to Lawrence. Anthony DeFronzo, a lawyer, has been deeply involved in the community, supporting St. Mary's Church, GreenWorks Lawrence, and the Lawrence YMCA, and has consistently supported residents of the Parkside Apartments where his family owns property. He has also been involved in local politics, including a run for Congress. Mark DeFronzo emphasized his father's commitment to giving back to the city and its residents, often without seeking recognition. Council members acknowledged DeFronzo's significant contributions, with some discussing the criteria for naming public spaces and ensuring recognition aligns with lifetime achievements or momentous actions. The proposal was unanimously approved and sent to the full council with a favorable recommendation.
