Andover Approves $5 Million for Chandler Road Recreational Complex
Town meeting voted to appropriate $5 million for the Chandler Road Recreational Complex, which includes a multi-use synthetic turf field, walking trails, a cross-country running loop, and a picnic pavilion. The project aims to provide much-needed recreational capacity, especially in West Andover, and will not increase taxes. Concerns about the environmental impact of synthetic turf were raised, but proponents highlighted studies showing no significant health risks and the benefits of increased recreational opportunities. The Finance Committee noted that funding is within the capital improvement program and projected revenue from usage charges will offset future costs. The School Committee recommended approval.
Town Rejects Two-Year Moratorium on New Artificial Turf Fields
Town meeting considered Article 2, which proposed a two-year moratorium on the contracting, construction, or installation of new artificial turf fields on town-owned land or under school jurisdiction. Proponents argued for a pause to review emerging medical, environmental, and financial concerns, citing potential risks from PFAS, microplastics, heat, injuries, and problematic recycling. They suggested exploring organic grass field management as a more sustainable and cost-effective alternative. The Select Board recommended disapproval, stating a moratorium would limit recreational needs, prevent repairs to existing surfaces, and that scientific research is still inconclusive. The Finance Committee also recommended disapproval, citing increased costs for natural grass, delayed revenues, and uncertainty about the study process. The School Committee recommended disapproval. Article 2, as amended, failed with 263 in favor and 939 opposed.
Town Votes Against Article Mandating Specific Synthetic Turf Procurement Standards
Town meeting considered Article 3, which proposed establishing procurement standards for future synthetic turf purchases. The article, as amended, required assurances that products would not contain intentionally added PFAS, flame retardants, heavy metals, or phthalates; undergo independent laboratory testing for PFAS (non-detect levels using EPA method 1633A); and verify the recyclability of all components. Proponents argued for transparency, accountability, and informed decision-making, stating it was not a ban but a safeguard. The Town Council advised that town meeting is not the appropriate body to negotiate contract terms and that such a vote would likely be advisory. The Select Board unanimously recommended disapproval, citing that procurement decisions are better handled by staff and experts. The Finance Committee recommended disapproval due to potential increases in upfront construction and long-term operating costs, reduced vendor competition, and legal/compliance risks. The School Committee also recommended disapproval. Article 3 failed with 211 in favor and 740 opposed.
Article Authorizing Select Board to Create Safety Zones Fails
Town meeting voted on Article 4, which proposed authorizing the Select Board to implement safety zones at their discretion. The proponent argued for the article to enable safer streets for walking, biking, and children, citing the need for local control over traffic calming measures and expressing concern that the Select Board's reluctance to approve the article indicates a lack of commitment to resident safety. The Select Board recommended disapproval, stating that a new traffic engineer position will provide a holistic review of traffic safety town-wide. They also raised concerns about a piecemeal process leading to inconsistent measures and potential burdens on resources. The Police Chief supported a consistent town-wide approach rather than localized zones, citing enforcement challenges and driver confusion. The article failed with 114 in favor and 572 opposed.
