Select Board Approves Over $38,000 in End-of-Year Budget Transfers
The Select Board approved end-of-year transfers totaling $38,693.20 from the health insurance surplus account. Funds were allocated to cover workers' compensation payouts, a postage shortfall due to a budgeting error, appropriations for a position change, and increased costs for Essex Aggie school projections. The transfers were made under the Municipal Relief Act and approved by the Finance Committee.
Vale Street Poll Petition Continued for Further Review and Updated Plans
The Select Board discussed a petition from National Grid and Verizon for one new pole on Vale Street. The new pole is needed to upgrade service for a resident at 99 Vale Street and could also benefit the neighbor at 109 Vale Street by potentially allowing them to remove a pole on their property. Due to a request for continuation from National Grid, the petition was continued to the next meeting to allow for DPW review and for updated plans to be provided, including clarification on driveway locations.
National Grid/Verizon Poll Petition Approved for Old Main Street
The Select Board considered a petition from National Grid and Verizon for one new pole on Old Main Street. The purpose of the pole is to increase system reliability and accommodate a new device. Board members inquired about the pole's placement relative to potential future sidewalks and road right-of-way. The petition was approved.
Select Board Considers One-Year Pilot for Regional Affordable Housing Services
The Select Board discussed a proposal for regional housing services, potentially through a one-year pilot program with the Northern Middlesex Council of Governments (NIMCOG). This service would assist with monitoring and managing affordable housing units, identifying potential lost units, and improving due diligence. The program would be funded through CPA (Community Preservation Act) or Affordable Housing Trust funds, not impacting taxpayers directly through new levies. The board leaned towards approving a one-year pilot to assess its value and effectiveness.
