Council Members Highlight Summer Events and Public Safety Efforts
Council members provided updates and announcements. Councilor Palmer mentioned upcoming events including Elm Gro Civics board and crime watch meetings, and the July 4th and July 5th fireworks events in Wheeling and Elm Grove, sponsored by the city and Elm Grove Civics. Councilor Sidler reminded attendees about Juneteenth events starting Friday at the Plaza Market and gave a shout-out to assistant manager Bill Lam in operations for their work. The Vice Mayor highlighted numerous summer events in Wheeling, such as the Pride Festival, Wing Festival, Tapping Tuesdays, Waterfront Wednesdays, and Funfests, emphasizing the increased police presence downtown and around Heritage Port for public safety. He encouraged residents to participate in these events. A separate mention was made of the 'Jamberee Wheeling' event on June 20th.
Wheeling City Council Approves Budget Revision with Zero Overall Increase
The City Council reviewed and approved budget revisions for fiscal year 2025-2026. The initial proposed amendment indicated a $334,000 increase, but upon review of the state auditor's formal proposal, the overall increase was corrected to zero. Subsequent reductions on the second sheet of the form resulted in a net 0% increase to the overall city budget.
Council Approves Expenditures for Water Treatment and Pollution Control Chemicals
The City Council considered ordinances authorizing the city manager to expend funds for routine chemicals for the water pollution control plant and water treatment plant. For the water pollution control plant, expenditures include $253,184 to SNF Polyine for polymer contract, and to JCI Jones for sodium hypochlorite, and $46,65 to PBS Nwood for sodium bisulfite. For the water treatment plant, expenditures include $55,176 to PBS Technologies for ferric chloride, $72,000 to PBS Nwood for citric acid, $123,200 to Jacobe Carbons Inc. for powdered activated carbon, $36,660 to JCI Jones for sodium hypochlorite, $21,330 to DVS Nwood for sodium hydroxide, $65,760 to Barber's Chemical for sodium sulfite, $67,500 to Bonded Chemicals Inc. for potassium permanganate, and $21,600 to PBS Nwood for phosphate liquid corrosion inhibitor, and for hydrofluic. All these expenditures were approved.
Council Approves Grant Agreement for Wheeling Heritage Trail Connector Project
The council adopted a resolution authorizing an agreement for a grant from the West Virginia Division of Highways for the Wheeling Heritage Trail Connector Project. This project is specifically funded by the Special State Funded Recreational Trails Project. Following a brief discussion clarifying the project's scope as connecting downtown to the trail system, the motion to adopt was approved.
City Council Approves Conveyance of Property on South Penn Street
The council considered an ordinance authorizing the conveyance of certain real property located at 521 South Penn Street to the Ohio Valley ADC. The ordinance also authorizes the city manager to execute necessary documents for this conveyance. A motion to adopt the ordinance was made and approved.
