The planning commission recommended approval with conditions, including the fee-in-lieu of open space instead of dedicating land, and sidewalks on both sides of the new cul-de-sac. Council debated the necessity of sidewalks and agreed to the fee-in-lieu, with notes added to the plan and deeds regarding agricultural operations and storm water easements.
