Resident Critiques District's Fiscal Responsibility and Leadership Honesty
Beth, a 39-year resident, parent of three graduates, and employee and vice president of WCEA, addressed the board regarding the fiscal state of the Whitehall-Coplay School District. She believes board members and district leadership are not being honest by blaming previous boards for the budget deficit. She cited excessive capital improvement projects, unnecessary curriculum purchases, and millions spent on technology, suggesting a loss of focus on students. She stated that people, not buildings or technology, make the difference. She attributed costs of fiscal irresponsibility to job losses, involuntary transfers, and cuts in student programming. She noted that the executive committee planned to present supplemental salary increases for the superintendent and assistant superintendent, despite these issues.

Multiple Educational Agreements and Plans Approved, Including Mental Health Services and Medicaid Billing Support
The board approved the continuation of Valley Youth House school-based mental health services through June 30, 2028. They also approved the fee schedule for policy number 707, reflecting a 5% annual increase. An agreement with ABA Support Services LLC for the 2026-2027 school year was approved, as was the proposed 2027 spring musical 'Aladdin Jr.' for the middle school. A contract with Mile Two Consulting LLC was approved to assist the district in maximizing Medicaid reimbursement for health-related services provided to eligible students, with the goal of reinvesting funds into student services. Approval was also given for additional courses in the curriculum maps, the updated gifted education plan, an affiliation agreement with IUP, renewals for the upcoming school year, and district goals for 2026-27.
Executive Committee Matters Approved; Superintendent and Assistant Superintendent Salary Increases Removed from Agenda
The board approved multiple items including confidential settlement release agreements, student education items, a revised job description for Act 93 employees, non-union support, security, and substitute rates for 2026-2027, confidential employee compensation, food service employee compensation, and security employee compensation plans for 2026-2027, authorization to approve tax property tax assessment, and PSBA data access and migration keys. Two items (E and F) related to contractual salary increases for the superintendent and assistant superintendent were removed from the agenda due to incorrect wording and the superintendent's evaluation not being completed.
Whitehall-Coplay School District Approves 2026-2027 General Fund Budget
The board approved the General Fund Budget for the 2026-2027 school year. There was one dissenting vote. The board also approved Homestead and Farmstead resolutions and the Senior Citizen Rebate Program. The explanation of what would happen if the budget had not passed included the district being unable to authorize payments or conduct business, delayed tax bills leading to depletion of resources, and board members not fulfilling their statutory duty, potentially leading to removal [cite: 628-634, 636-652, 666-699].
